12.Foothill Holding Co. requested that the trail connection noted <br /> along the northern property line, from Eastwood Way to <br /> Foothill Road, be removed. <br /> 13.Foothill Holding Co. requested that map inconsistencies edit incorporated <br /> be corrected. <br /> 14.Several mountain bikers stated their support for more bike- noted <br /> only downhill trails to address safety concerns, and said <br /> they would volunteer their time to help the City build the <br /> trails. These comments were made specifically regarding <br /> the proposed trail at Augustin Bernal Park, but this also <br /> applies to other potential trails. <br /> The final draft being presented to the City Council tonight includes all the edits <br /> described above At this point, it is recommended that the City Council adopt the final <br /> draft Trails Master Plan <br /> In addition, at the Parks and Recreation meeting on February 14, 2019 and the <br /> Planning Commission meeting on February 27, 2019, there was considerable public <br /> support for the Mountain Bike Trail in Augustin Bernal Park (Project J within the TMP). <br /> The PRC and PC meeting agendas on those dates also included discussion regarding <br /> each Commissions' priorities in preparation for the City Council work plan meeting <br /> scheduled for March 12, 2019. The public in attendance at each of the meetings, who <br /> supported the mountain bike trail project, advocated that both commissions should <br /> include the project as a priority in their recommendations for the City Council work plan. <br /> While both Commissions supported the TMP and recommended that it be presented to <br /> City Council for review and adoption, each deferred any decision regarding the inclusion <br /> of the mountain bike trail in their work plan recommendations since the TMP had not yet <br /> been reviewed and approved by City Council. <br /> If City Council adopts the Trails Master Plan as recommended by staff, Council may <br /> also want to consider directing staff to incorporate the Mountain Bike Trail at Augustin <br /> Bernal Park into the 2019/20 City Council Work Plan and identify capital funds in the <br /> upcoming fiscal year 2019/20 through 2022/23 Capital Improvement Program. The <br /> design, environmental clearance, and construction of the mountain bike trail as shown <br /> in the TMP is estimated to cost approximately $130,000. <br /> Page 5 of 6 <br />
