SEVERABILITY i! If any section, subsection, sentence, clause, phrase or por- ~!tion of this ordinance is for any reason held to be invalid or un- [!constitutional by the decision of any court of competent jurisdic- ii i~tion, such decision shall not affect the validity of the remaining~ ~!portions of this ordinance. The City Council of this City hereby ~!declares that it would have adopted this ordinance and each sectioni, i~subsection, sentence, clause, phrase or portion thereof, irrespec- !itive of the fact that any one or more sections, subsections, clause !phrases or portions be declared invalid or unconstitutional. SECTION 32. BUSINESS NOT SUSCEPTIBLE TO GROSS RECEIPTS !~ MEASURE A business not susceptible of a gross receipts measure becaus it does not fix a specific charge for services rendered, such as a i! ~!corporate branch facility doing work only for the parent corpora- ~ition, may submit its budget and the collector may rely thereon as tan appropriate indicator of the amount to which the schedule in ~23 applies. SECTION 33. CHARITABLE ORGANIZATIONS · The provisions of this ordinance shall not be deemed to re- iquire payment of a license fee to carry on a business wholly and !exclusively for the benefit of philanthropic, social service, benev. iolent or patriotic purposes. SECTION 34. EFFECTIVE DATE This Ordinance shall be published once within 15 days after ~ts adoption in ~'The Times", a newspaper of general circulation, published in the City of Pleasanton, and shall be in force on the i~hirty-first day after adoption.
