Councilmember Pentin expressed his support of the resolution and noted the need to communicate <br /> that the City of Pleasanton will work with the legislature. He indicated it is important to understand <br /> what Governor Newsom wants to do with housing and commented positively on working together. <br /> Councilmember Brown discussed local control, quoted the Mayors of San Francisco and Emeryville <br /> relative to needing to build more affordable housing. Additionally, she referenced a recent meeting <br /> of the Tri-Valley and noted every city agreed Pleasanton is more than just a bedroom community. <br /> Councilmember Testa expressed concern this is a misrepresentation and reported at a recent <br /> meeting advocates indicated they do not support this legislation as it is not specific to affordable <br /> housing. She felt this is supported by special interests and the development community and existing <br /> homeowners will feel the financial brunt of it. She reiterated the need to better understand the fiscal <br /> impacts and felt everyone should stand together in a voice of opposition. She added other cities <br /> are standing up in opposition. <br /> Councilmember Narum liked the idea of the five cities working together and finding common ground. <br /> She believed this is a good start but expressed concern with local control and noted one size does <br /> not fit all. She wondered how the City will pay for infrastructure, thanked staff for their work and <br /> voiced support for the resolution. <br /> Mayor Thorne noted the League of California Cities is going through the same process and they <br /> have always been opposed. <br /> Councilmember Brown pointed out areas where the City is opposed and felt this is a good start. <br /> Mr. Fialho reported the legislative subcommittee will meet in the next couple of weeks. He added <br /> the resolution is a framework for collaboration and is a document that will help educate newly- <br /> elected legislators. The City will get very granular as legislation gets more refined and Council will <br /> take an active position of support or opposition as legislations go through the process. <br /> MOTION: It was m/s by Pentin/Brown to adopt and waive full reading of Resolution No. 19-1064 <br /> supporting the Tri-Valley Cities Housing and Policy Framework as a supplement to the Tri-Valley <br /> Cities Legislative Framework on Housing Matter. Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Narum, Pentin, Testa, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> 13. Approve the Annual Progress Report on Implementation of the General Plan Housing Element and <br /> Growth Management report for Calendar Year 2018 and authorize submittal to the California <br /> Department of Housing and Community Development and the Governor's office of Planning and <br /> Research <br /> Associate Planner Jennifer Hagens presented the staff report and displayed a PowerPoint <br /> presentation addressing Background, Permits Issued in 2018, Unit Affordability Levels, RHNA <br /> Progress to Date, New Reporting Requirements, Growth Management Report and <br /> Recommendations. <br /> City Council Minutes Page 6 of 7 March 5, 2019 <br />
