Councilmember Brown noted the units will be larger and <br /> reported his staff considered the matter and reviewed similar projects. He added age restrictions <br /> would be 55 and above and the average age in these communities is 64 or higher. <br /> Councilmember Testa requested additional clarification and Mr. Summers reported one resident in <br /> a household would need to be 55 or older. <br /> Will Wollesen, Foothill Knolls, spoke in support of identifying the Merritt project as Priority B. He <br /> believed the project presents an opportunity for the City to defray development costs and creating <br /> a walkway or path running adjacent to the 1-680 allowing access to Muirwood. He urged the City <br /> Council and the developer to work together on a solution to traffic. <br /> Bob Santos, Foothill Knolls, questioned the statement that 99% of the community is against the <br /> project, adding that he and his neighbors support it. He reported his major concern is for safety on <br /> Foothill, felt the City has an opportunity to have a trusted developer in charge of the project and <br /> agreed with creating a walkway/path adjacent to I- 680 for pedestrian and bicyclist access. <br /> Robin Neal, Foothill Farms, discussed traffic on Foothill Road and gridlock on the 1-680; said adding <br /> the Merritt project will add 200 car trips along those roads and have negative impacts on the nearby <br /> wildlife habitat. She added traffic has been a problem for twenty years and asked the City Council <br /> to keep the project as a Priority C. <br /> John Villalobos, Foothill Farms, discussed the lack of a community center or meeting place for <br /> residents of the proposed project and the low number of trees that will be saved. He questioned <br /> whether this project will resolve the problems on Foothill Road and agreed with creating a <br /> walkway/path adjacent to 1-680. <br /> Christina Nystrom Mantha expressed support for the Sports Park concession stand and Amador <br /> Theater, and thanked Council for identifying all four of the Economic Vitality Committee's goals as <br /> either Priority A or B. <br /> Mayor Thorne closed the public comment. <br /> City Manager Fialho presented details of each project including its priority level and City Council <br /> support for the designation. He discussed the completion time will be determined by the level of <br /> priority, with the decision resulting from the first workshop and project phases. <br /> Councilmember Testa requested that implementation be added as part of the priority. <br /> City Manager Fialho continued reviewing each project, including the Lester Property. <br /> Councilmember Testa reported there are currently no State mandates and the City does not need <br /> to construct any buildings to meet State requirements. <br /> Councilmember Brown referenced the Lester property and reported the City Council agreed to map <br /> the ridges in the same manner. The area will need to be mapped. <br /> Regarding the Merritt Property project, Mayor Thorne expressed support but felt the developer has <br /> not done a good enough job of working with the neighborhood to get them to support it.
