Brian Walder, Pleasanton, said when they voted many years ago to accept the donation of
Bernal lands it was supposed to be a park location for every user, and he thanked Mr. Gruber
for including a bike trail. He urged the Commission to re-write or amend City policies that have
restricted users and to allow the public to volunteer their help. He voiced support of the Bay
Trail through Niles Canyon and hopes the City will collaborate with Rails to Trails.
Kevin D'Or, Pleasanton, said he was very happy with the work done, spoke of hiking and
agreed with the safety issue, reiterating he would also volunteer and asked for the
Commission's support.
Chris Beratlis, Pleasanton, said he has been a lifetime mountain biker on the ridge, stating he
and others maintain the trail and have even cut trenches for the water to drain in the
wintertime. He was formerly a member of the City's mountain bike patrol, 15 years ago, and
along with others, proposed a single-track trail in this same spot that didn't receive approval by
Council due to funding constraints. He noted that they had once purchased flags and marked
the complete trail; he stated the flags are still there. Therefore, he urged the Commission to
support the trail for mountain bikers and agreed to volunteer, once again.
Christopher Ferrante voiced support for mountain biking on the Pleasanton Ridge, which he
said has changed his life. He expressed his desire for safer trails and offered volunteer labor to
help build and maintain them.
Commissioner Balch said he now realizes the improvements at the BernalNalley interchange
are in addition to what already exists to connect the east side of the intersection. He referred to
Appendix A on page 27, which is the St. John Park and bridge, and said he remembers sitting
on the Parks and Recreation Commission when the St. John Homeowners Association (HOA)
came to speak to the Commission, which he commented was their obligation under their
CC&Rs. He asked and confirmed the City has been in contact with the HOA about the bridge.
He then referred to page 14 and commented that the table does not align with the bar chart at
the top. To address the mountain bike community, Commissioner Balch said Item J is in the
top list and asked if the mountain bikers were requesting it be pushed higher in its priority.
Mr. Gruber said he believes they are just asking for it to be done, and that some priorities will
rise higher than others based on cost, how easy they are to accomplish, receipt of grant funds,
and other factors.
Commissioner Balch asked if the City allows volunteer work days and asked about restrictions
for volunteer work.
Assistant City Attorney Julie Harryman stated this was currently being discussed.
Commissioner Ritter said that in participating for an Eagle Scout project with his son, they had
to obtain approval and liability insurance, which worked great for volunteering, and he voiced
support for incorporation of volunteers.
Commissioner Balch voiced his support of volunteer work.
Planning Commission Minutes Page 4 of 18 February 27, 2019
tion
may be approved by the Director of Community Development if found to be in substantial
decibels] at any
point outside of the property plane, unless otherwise provided in this chapter."
According to the PMC, "noise level" means the maximum continuous sound level or
repetitive peak level produced by a source or group of sources as measured with a
subject to review and
approval by the City Landscape Architect prior to building permit issuance.
P18-0269 Planning Commission
ake place underneath
or within 5-feet of the dripline of the existing trees.
PUD-131 Planning Commission
of a demolition permit, or the first building permit, whichever
PUD-131 Planning Commission
