The framework includes guiding principles and goals and <br /> strategies that guide advocacy efforts on behalf of the City's interests. Through this <br /> framework, annual focus areas are established for the purpose of establishing and <br /> guiding the City's legislative positions. <br /> This year, the City Council Legislative Subcommittee (Thorne/Pentin) in recommending <br /> adoption of the City's 2019 Legislative Framework is placing emphasis on a three-part <br /> strategy that includes: (a) establishing the City's legislative positions on selected 2019 <br /> CASA Compact housing-related bills, (b) adopting a resolution establishing the City's <br /> position on SB 50 (Weiner) as oppose unless amended and (c) requesting City staff <br /> monitor remaining legislation throughout the 2019 legislative cycle to determine whether <br /> the City Council should take a formal position. The latter would also be done in concert <br /> with our regional partners and the League of California Cities. <br /> RECOMMENDATION <br /> The Council Legislative Subcommittee (Thorne/Pentin) and City staff recommend <br /> adoption of the City's 2019 Legislative Framework, including: <br /> 1 . Establishing the City's legislative positions on selected 2019 CASA Compact <br /> housing-related bills; <br /> 2. Adopting a resolution establishing the City's position on SB 50 (Weiner) as <br /> oppose unless amended; and <br /> 3. Requesting City staff monitor remaining legislation throughout the 2019 <br /> legislative cycle to determine whether the City Council should take a formal <br /> position. <br /> FINANCIAL STATEMENT <br /> There is no financial impact. <br />
