immotip,,mmlmTHE CITY OF 28 L-EASANT.ON, CITY COUNCIL AGENDA REPORT April 16, 2019 City Manager TITLE: REVIEW AND CONSIDER THE CITY'S 2019 LEGISLATIVE FRAMEWORK, INCLUDING (A) ESTABLISHING THE CITY'S LEGISLATIVE POSITIONS ON SELECTED CASA COMPACT HOUSING RELATED BILLS, (B) ADOPT A RESOLUTION ESTABLISHING THE CITY'S POSITION ON SB 50 AS OPPOSE UNLESS AMENDED AND (C) REQUESTING CITY STAFF TO MONITOR REMAINING LEGISLATION THROUGHOUT THE 2019 LEGISLATIVE CYCLE TO DETERMINE WHETHER THE CITY COUNCIL SHOULD TAKE A FORMAL POSITION SUMMARY The Legislative Framework (Attachment 1) guides the City's response to pending state and federal legislation. The framework includes guiding principles and goals and strategies that guide advocacy efforts on behalf of the City's interests. Through this framework, annual focus areas are established for the purpose of establishing and guiding the City's legislative positions. This year, the City Council Legislative Subcommittee (Thorne/Pentin) in recommending adoption of the City's 2019 Legislative Framework is placing emphasis on a three-part strategy that includes: (a) establishing the City's legislative positions on selected 2019 CASA Compact housing-related bills, (b) adopting a resolution establishing the City's position on SB 50 (Weiner) as oppose unless amended and (c) requesting City staff monitor remaining legislation throughout the 2019 legislative cycle to determine whether the City Council should take a formal position. The latter would also be done in concert with our regional partners and the League of California Cities. RECOMMENDATION The Council Legislative Subcommittee (Thorne/Pentin) and City staff recommend adoption of the City's 2019 Legislative Framework, including: 1 . Establishing the City's legislative positions on selected 2019 CASA Compact housing-related bills; 2. Adopting a resolution establishing the City's position on SB 50 (Weiner) as oppose unless amended; and 3. Requesting City staff monitor remaining legislation throughout the 2019 legislative cycle to determine whether the City Council should take a formal position.
