advertised the survey on their social media sites. The youth survey closed on August 1, <br /> 2018, and resulted in 44 responses. The survey results and the TMP were then <br /> presented to the Youth Commission on October 10, 2018. <br /> The youth survey results, and comments received from the Bicycle Pedestrian and <br /> Trails Committee, the Parks and Recreation Commission, the Youth Commission, and <br /> City Council regarding the first draft TMP, as well as some additional comments from <br /> staff, were incorporated into the final draft TMP in January 2019. <br /> Other than the additional effort to include input from the youth, the most significant <br /> changes to the final draft TMP are related to comments and questions regarding <br /> prioritization and implementation of trails projects. City staff and TrailPeople added <br /> language that emphasized the connections to schools and provided additional <br /> information in the "Trail System Implementation" section of the TMP. This information <br /> included trail project costs and a trail project evaluation with a ranking system based on <br /> public input, regional connectivity of the trail, connections to key destinations such as <br /> schools, and other factors highlighted in the plan. The implementation section also <br /> included a more detailed explanation of the scoring/ranking system and a clear graphic <br /> showing how projects were ranked based on the TMP outreach process. <br /> DISCUSSION <br /> The final draft Trails Master Plan was presented to the Bicycle Pedestrian and Trails <br /> Committee (BPTC) on January 28, 2019, to the Parks and Recreation Commission <br /> (PRC) on February 14, 2019, and to the Planning Commission (PC) on February 27, <br /> 2019. The public also had the opportunity to comment on the final draft TMP at each of <br /> the meetings. The following is a summary of requests and recommendations from the <br /> BPTC, PRC, and PC, as well as from the public. <br /> BPTC Meeting Comments City Staff Action <br /> 1. Add language to the Trails Master Plan clarifying that the edit incorporated <br /> future trails shown on private property are conceptual and <br /> will require further analysis and an agreement with the <br /> property owner. <br /> 2. Various trail maps throughout the TMP show the trails on edit incorporated <br /> the Spotorno property incorrectly. Update the maps so <br /> trails are consistent with the detailed map on page A-7. <br /> 3. Consider prioritizing the north Arroyo Mocho trail, between edit incorporated <br /> Stoneridge and Martin Avenue. The improvements would <br /> include opening the gates at the end of Martin Avenue and <br /> at Stoneridge Drive and paving the trail between these two <br /> points. <br /> Page 3 of 6 <br />
