The Community Development Director shall not <br /> approve new overhead utility lines or service drops merely because compliance <br /> with the undergrounding requirements would increase the project cost. <br /> (12) Spools and Coils. To reduce clutter and deter vandalism, excess fiber optic or <br /> coaxial cables shall not be spooled, coiled or otherwise stored on the pole <br /> outside equipment cabinets or shrouds. <br /> (13) Electric Meters. Small wireless facilities shall use flat-rate electric service or <br /> other method that obviates the need for a separate above-grade electric meter. <br /> If flat-rate service is not available, applicants may install a shrouded smart <br /> meter. The Community Development Director shall not approve a separate <br /> ground-mounted electric meter pedestal. <br /> (14) Street Trees. To preserve existing landscaping in the public rights-of-way, all <br /> work performed in connection with small wireless facilities shall not cause any <br /> street trees to be trimmed, damaged or displaced. If any street trees are <br /> damaged or displaced, the applicant shall be responsible, at its sole cost and <br /> expense, to plant and maintain replacement trees at the site for the duration of <br /> the permit term. <br /> (c) Small Wireless Facilities Outside the Public Right-of-Way. <br /> (1) Overall Height. Small wireless facilities on private property may not exceed <br /> the applicable height limit for primary structures in the applicable zoning district <br /> or overlay zone, except as follows. <br /> (A) Residential or Open Space land use districts as designated in the General <br /> Plan: 30 feet <br /> (B) Non-Residential General Plan land use designations (including <br /> designations listed under Industrial, Commercial and Office; Open Space; <br /> Mixed Use and Community Facilities categories): 40 feet <br /> (C) Where the facility would be mounted on an existing building or structure, the <br /> height of the wireless facility shall not exceed the maximum height of the <br /> building or structure, including any existing parapet or roof-mounted screen, <br /> by more than five feet. <br /> (D) Exceptions to height limits that are otherwise allowed by PMC Section <br /> 18.84.150 for antennas, transmission towers and similar appurtenances <br /> shall not apply to small wireless facilities in any zoning district or PUD. <br /> (2) Setbacks.
