THE CITY OF 1 3 <br /> CITY COUNCIL AGENDA REPORT <br /> pL£ASANTON <br /> April 16, 2019 <br /> Human Resources <br /> TITLE: ADOPT A RESOLUTION APPROVING THE PROPOSED MEMORANDUM <br /> OF UNDERSTANDING BETWEEN THE CITY OF PLEASANTON AND <br /> THE PLEASANTON CITY EMPLOYEES ASSOCIATION/AFSCME LOCAL <br /> 955 WITH TERM ENDING MARCH 31, 2022 <br /> SUMMARY <br /> The Memorandum of Understanding (MOU) between the City of Pleasanton and the <br /> Pleasanton City Employees Association, AFSCME Local 955 (PCEA) expired on March <br /> 31, 2019. Representatives from PPOA and the City of Pleasanton met and conferred in <br /> good faith and have agreed to a successor agreement. Representatives from PCEA and <br /> the City of Pleasanton met and conferred in good faith and have agreed to a successor <br /> agreement. The City's practice is to introduce the key elements of the proposed MOU, <br /> receive input from the public and allow for open discussion prior to adopting the <br /> agreement at the next public meeting. This public input process was conducted at the <br /> March 19, 2019 meeting. The final step is for the City Council to approve the successor <br /> agreement that expires March 31, 2022. <br /> RECOMMENDATION <br /> That the City Council adopt a resolution approving the tentative agreement negotiated <br /> between the City of Pleasanton and the PCEA. <br /> FINANCIAL STATEMENT <br /> The financial impact to the City budget as a result of implementing the successor <br /> Memorandum of Understanding is approximately $4.7M through March 31, 2022. The <br /> cost in FY 2018/19 is approximately $365,000. There is currently $524,041 available in <br /> the General Fund Contingency.
