BACKGROUND <br /> Prior to 2012, emergency services, including fire protection, for the VA Hospital in <br /> Livermore was provided by the Alameda County Fire Department (ACFD). This service <br /> was primarily provided from ACFD's Station 8 located on College Avenue in Livermore <br /> with the LPFD JPA providing assistance when requested via an Automatic Aid <br /> Agreement with ACFD. In 2012, ACFD relocated Station 8 personnel to the Lawrence <br /> Livermore National Laboratory, necessitating the need for the VA to contract with the <br /> closest emergency and fire protection provider, the LPFD JPA. In October 2012, the <br /> City of Livermore authorized a contract with the Department of Veterans Affairs (VA) for <br /> the Livermore-Pleasanton Fire Department Joint Powers Authority (LPFD JPA) to <br /> provide emergency services, including fire protection, to the VA Hospital located in <br /> Livermore. An Agreement to extend the VA contract through April 30, 2023 was <br /> executed in May 2018. <br /> In August 2018, LPFD JPA staff was contacted by the VA and notified the VA desired to <br /> have a 4th Firefighter added to the initial response company serving the VA Hospital. <br /> The VA agreed to pay for the personnel costs associated with this request. As the <br /> personnel costs associated with this Modification will be borne solely by the City of <br /> Livermore, the Revenue Sharing Agreement between the City of Livermore and the City <br /> of Pleasanton regarding this Agreement has been updated to reflect that Livermore will <br /> also receive 100% of the revenues and is attached for Council approval. <br /> DISCUSSION <br /> The proposed updated Revenue Sharing Agreement does not change the City of <br /> Pleasanton's revenue or costs since the additional 4t" Firefighter will be 100% funded by <br /> the City of Livermore. The City of Livermore's City Council adopted a similar resolution <br /> at its March 11, 2019 meeting.
