pilatiTHE CITY OF 3 <br /> pLEASANTON„ CITY COUNCIL AGENDA REPORT <br /> April 16, 2019 <br /> Community Development <br /> Planning Division <br /> TITLE: CONSIDER AN APPLICATION FOR PLANNED UNIT DEVELOPMENT <br /> (PUD) DEVELOPMENT PLAN APPROVAL TO CONSTRUCT AN <br /> APPROXIMATELY 5,059-SQUARE-FOOT SINGLE-FAMILY RESIDENCE <br /> WITH AN APPROXIMATELY 939-SQUARE-FOOT ATTACHED GARAGE <br /> AND TO CONVERT THE EXISTING 1,016-SQUARE-FOOT RESIDENCE <br /> TO AN ACCESSORY DWELLING UNIT AT 481 SYCAMORE ROAD <br /> SUMMARY <br /> The applicant, Henry Batteate of Ridgecrest Designs, is proposing to construct an <br /> approximately 5,059-square-foot, two-story single-family residence with an attached <br /> approximately 939-square-foot garage and convert an existing 1 ,016-square-foot, one- <br /> story residence into an Accessory Dwelling Unit. The subject lot is part of the North <br /> Sycamore Specific Plan, but does not have a PUD development plan. Such approval is <br /> required in order to construct the new home. The City Council may approve, approve <br /> with conditions, or deny the PUD development plan application. <br /> PLANNING COMMISSION ACTION <br /> On March 13, 2019, the Planning Commission, on a 5-0 consent calendar vote, <br /> recommended approval of the application based on the project analysis and PUD <br /> considerations and subject to the Conditions of Approval shown in Attachment 1. The <br /> Planning Commission agenda report is included as Attachment 2. Since the item was <br /> on the consent calendar, no meeting minutes are attached. <br /> RECOMMENDATION <br /> 1. Find the project is exempt from environmental review pursuant to the California <br /> Environmental Quality Act Guidelines (CEQA); <br /> 2. Make the PUD considerations for the proposed development plan as stated in <br /> draft the draft ordinance, Attachment 1; and <br /> 3. Introduce the draft ordinance approving Case PUD-131 , subject to conditions of <br /> approval listed in Exhibit A of Attachment 1 . <br /> FISCAL IMPACT <br /> The project is expected to generate revenues to cover its costs of service as increases <br /> in property taxes would be used to provide services, such as police and fire required for <br /> the increased demand. The applicant will also be required to pay development impact <br /> fees (e.g., capital facility fee, traffic fees, water/sewer connections, etc.) to offset the <br /> cost of City facilities and infrastructure necessitated by the development. <br />
