agreed with Commissioner Welsh's comments regarding the Sunflower Hill project <br />Commissioner Galvin commented on affordable housing and was unsure where it was <br />represented in the priorities to provide housing for people who work in Pleasanton. He felt that <br />not enough units were being provided and it was something that needed to be included. <br />Commissioner Galvin agreed that Sunflower Hill is a project that will be completed. Mr. Dolan <br />stated that affordable housing in Pleasanton is defined in the priorities and commented on <br />funding sources required to do such projects. He noted that the City had tried to achieve <br />something with compact units but it had not worked because the city was increasing the in -lieu <br />fees and did not want to further burden developers. <br />Commissioner Galvin noted that other cities are using General Fund monies for such and felt it <br />was something the City of Pleasanton needed to be considering. He also indicated that he <br />would demote Sunflower Hill as a priority because it is a project that is going to happen and the <br />Homelessness Strategy is a more important priority and something could be included if the East <br />Side is developed. <br />Commissioner Gaidos commented on 1) recommendations this Commission had made to the <br />Planning Commission regarding changes for 20% of units, 2) the First Time Homebuyer Down - <br />payment Assistance Program not working in Pleasanton, 3) keeping Sunflower Hill as a priority, <br />4) the importance of the Homeless Strategy, and 5) including smaller houses as a priority. He <br />indicated that his recommendation would be to add Sunflower Hill and the Homelessness <br />Strategy as priorities, but not the First Time Homebuyer Down -payment Assistance Program. <br />Mr. Dolan thanked Commissioner Gaidos but felt the Down -payment Assistance Program would <br />work and felt smaller homes built in Pleasanton would still be expensive homes. <br />Chairperson Soby agreed with comments from Commissioner Gaidos, agreeing that he was <br />also unsure about the benefits of a Down -payment Assistance Program. He indicated that he <br />could support Sunflower Hill and the Homelessness Strategy as priorities. Chairperson Soby <br />felt the City should restart work on the East Pleasanton Specific Plan with strategic changes to <br />the requirements. <br />Commissioner Kiziloglu noted that the City Manager was already in discussion with Pleasanton <br />Unified School District regarding development of the East Side. <br />Chairperson Soby suggested the Commission keep in place the priorities already being <br />recommended and add another priority regarding legislation on affordable housing that would <br />include raising the East Pleasanton Specific Plan Study as a priority. <br />A motion was made by Chairperson Soby, seconded by Commissioner Kiziloglu, to endorse and <br />recommend to City Council the housing related priorities of 1) Develop Sunflower Hill, 2) Review <br />Changes to the City's First Time Homebuyer Down -payment Assistance Program, 3) Create <br />and adopt a Homelessness Strategy, and 4) East Pleasanton Specific Plan Study as a <br />comprehensive priority for studying inclusion of affordable housing. <br />ROLL CALL VOTE: <br />AYES: Commissioners Gaidos, Galvin, Kiziloglu, Welsh, and Chairperson Soby. <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />Page - 4 - <br />
