LIONS WAYSIDE AND DELUCCHI PARKS <br />This project will result in the final design and construction of Lions Wayside and Delucchi. Parks. <br />Initial construction drawings to construct the box culvert across Lions Wayside Park in the <br />location of the current open channel were based on the Master Plan for Lions Wayside and <br />Delucchi Parks by R.J. Larson and Associates. The Master Plan proposed to cover a portion of <br />the drainage channel through Lions Wayside Park, to relocate the band shell, and to provide a <br />larger lawn area for concerts. The City was unable to obtain approval for the project as <br />proposed from the California Regional Water Quality Control Board (RWQCB). The City is <br />currently reviewing plan options that may be acceptable to the RWQCB. <br />As the site of the community bandstand and the Concert in the Park series, Lions Wayside Park <br />is an important community gathering place and performance venue. Delucchi Park will support <br />and complement the functions of Lions Wayside Park and other nearby activities such as the <br />farmers. market. <br />Project Status: Conceptual designs being evaluated. <br />■ On December 16, 2008, City Council approved an agreement with the firm of R.J. Larson <br />& Associates of Piedmont, to develop a Master Plan for the project <br />• On June 3, 2014, the City engaged AECOM Technical Services, Inc. to perform the <br />CEQA compliance services to cover.the drainage channel through Lions -Wayside. park <br />■ On October 14, 2015, City Council approved .the Master Plan for the park <br />■ The Draft Mitigated Negative Declaration (MND) was submitted to the regulatory <br />agencies, including the Army Corp of Engineers (ACE), California Department of Fish <br />and Wildlife (CDFW) and the Regional Water Quality Control Board (RWQCB) in October <br />2015. The City has received preliminary comments and AECOM is currently addressing <br />those comments <br />■ The City met with the Regional Water Quality Control Board, California Department of <br />Fish and Wildlife, and the Army Corp of Engineers on April 6, 2016, and is working with <br />the various agencies to secure the required permits for construction of the. park. <br />■ After reviewing options with federal and state agencies, City staff met internally and <br />determined that the most feasible path to obtain permit approval was to revise the design <br />of the culverted area of the proposed plans to be less than 300 feet. <br />■ City Council reviewed and approved the contract amendment with AECOM for <br />professional services on January 17, 2017, to explore three alternatives. <br />■ Staff met with the consultant to determine. the final concept design. AECOM submitted <br />the plan to the City on July 11, 2017. <br />■ In mid -2018 the Regional Water Quality Control Board informed the City that none of the: <br />submitted plans would be approved due to impact to Kottinger Creek. <br />• The City hired Richard Larson of MIG to design concept plans that may be acceptable to <br />the Regional Water Quality Control Board. The City met -with and reviewed the concept <br />plans on September 4, 2018. <br />Four schematic plans (shown below) for Lions Wayside and Delucchi parks were presented <br />to City Council for review and discussion on October 2, 2018. <br />❖ On December 18, 2018 the City approved a.professional services agreement with MIG in the. <br />mount of $156,105 to update the Lions Wayside and. Delucchi Park Master Plan. <br />❖ City Council prioritized Wayside and Delucchi parks on March 19, 2019 when Council_ <br />adopted their two year work plan. <br />Page 2 <br />
