PUBLIC HEARING AND OTHER MATTERS <br /> a. P19-0027, City of Pleasanton <br /> City-initiated application to consider and make recommendations regarding: <br /> amending Chapter 18.110 (Personal Wireless Service Facilities) of the Pleasanton <br /> Municipal Code to add a new section 18.110.010.B., Special Provisions for Small <br /> Wireless Facilities, and making them subject to a permit as specified in a new City <br /> Council Policy; and (2) adoption of a citywide City Council Policy; Small Wireless <br /> Facilities, regulating the permitting, design, and location of such facilities. <br /> Outside Legal Counsel Tripp May with Telecom Law Firm presented the agenda report. <br /> Commissioner Balch referred to No.2 of the FCC requirements that regulations be "no more <br /> burdensome" and asked if this would apply to multiple applicants wherein at some point there <br /> might not be enough room on the antenna and asked if the second applicant then becomes <br /> more burdened by a restriction on size. <br /> Mr. May said he did not believe the carrier would be able to complain against the City for <br /> approving another applicant's site in a location they wanted, as long as the other carrier came <br /> first and there was a reasonable process. <br /> Assistant City Attorney Julie Harryman asked if Mr. May has seen carriers co-locating. Mr. May <br /> presented a picture of what co-location looks like and said it is technically feasible but not <br /> always practical given structural and electrical issues and space available. <br /> Commissioner Balch posed a scenario wherein there was a 50-foot pole in a public <br /> right-of-way in an area where the City has a height restriction for structures. He asked if this <br /> would be an issue. <br /> Mr. May said this is a technical feasibility question and said the height restriction may be <br /> Planning Commission Minutes Page 2 of 12 February 20, 2019 <br />ted that the <br /> current trend is for developers to build as little parking as necessary due to financial <br /> implications so that the expenditures can go towards quality building. <br /> Mr. Beaudin commented that many residential developments are now required to create a <br /> transportation demand management program, which often means subsidizing transit going to <br /> the project or creating their own connections to transit from the project site. Pleasanton has <br /> relied more on the single occupant vehicle model, but for the next housing cycle, will be <br /> looking at not just architecture, design, and site planning, but also the more policy-impacting <br /> aspects of the developments. <br /> Mr. Williams asked the Commissioners to describe what parts of the review process have <br /> worked well. <br /> Commissioner Balch stated that staff has done a great job asking applicants to bring their <br /> project to the Planning Commission as a workshop before they invest heavily in a design.
