Discuss and Recommend Replacing Pleasanton Public Library's Finds and Fees <br />Policy with a Materials Recovery Policy <br />Ms. Murphy noted that the recommendation to replace the current daily overdue fine model <br />with a materials. recovery model wasbrought to staff's attention by Commissioner Grewel. <br />She advised that processing library fines can take a great deal of staff time making it a costly <br />expense, noting that in fiscal year 2017 a total of $113,571 was collected in library fines with <br />over 18,655 transactions needing to take place, staff costs for this are estimated at $47,500 <br />with the total general fund revenue representing 0.09%. <br />Ms. Murphy provided the following comments for the Commission's consideration: <br />• Needing to be sure the community has access to the library <br />• Understanding the role of libraries <br />• Benefits and challenges of moving to a materials recovery policy <br />• Having a constant renewal policy unless someone has a book on hold <br />• The need to have a way of reclaiming public property <br />• The number of transactions that are currently taking place <br />• The new policy will mean loss of revenue and what changes that will require. <br />Chairperson Hertle opened the meeting for public comment at 7:10 p.m. <br />William Taylor, Valley View School 5th Grader — commented on borrowing several books <br />from the library to help with writing an essay on the Civil War and because of a number of <br />family events he was late in returning the books to the library which cost. him a lot of money <br />in fees. He suggested the Commission consider: <br />• Keeping fees but sending out email reminders to people <br />Having people do volunteer services at the library for not returning books on time. <br />Quinn Taylor — stated that he agreed with many of comments made. by Ms. Murphy in her <br />report.
