Mr.Nelson Fialho/Dr.David Haglund Page 23 <br /> Preliminary Issues Assessment of Potential Colocation of Maintenance Facilities <br /> allocation and delegated responsibility.He explained that each agency's needs have been <br /> accommodated over time.They currently share office space and locker rooms and sharing of <br /> outdoor spaces has also evolved informally over the years, although he noted that he has kept a <br /> paper trail of arrangements that have been entered into among users without formally <br /> amending the agreement. <br /> One area Mr.Barry thought the agreement was lacking in is cost sharing for capital <br /> improvements.As the facilities age,regular maintenance will need to be supplemented with <br /> occasional capital investment and those projects will have to be discussed and negotiated as <br /> they occur. <br /> Mr.Barry noted that the cost sharing arrangement works well, as long as each agency keeps the <br /> other informed when cost increases are anticipated.Because each agency makes independent <br /> decisions about spending on activities subject to reimbursement,communication during and <br /> after that decision-making process is key to maintaining a positive relationship. <br /> As anticipated in the Joint Use Agreement, the City and LARPD maintain separate operations at <br /> the Maintenance Service Center.On occasion they have discussed combining certain functions, <br /> such as fleet maintenance,but it was felt that priorities may not always align in a way that <br /> would meet the needs of both organizations. For example, the City maintains police vehicles <br /> and LARPD was concerned that if resources had to be assigned to service patrol vehicles or <br /> school buses, it would likely(and perhaps rightly)be the public safety vehicles that were <br /> prioritized. <br /> In summary, Mr. Barry felt the long-standing partnership worked well and was very beneficial <br /> for both agencies. <br /> Source: City of Livermore administrative record;LARPD administrative record; interview with Tim <br /> Barry, General Manager of LARPD <br /> Emails to City of Livermore Public Works Maintenance Manager were not answered. <br />
