their rights in that situation in the future. He advised there is much legislation to monitor in 2019 including SB50 and will be discussed in further detail on March 5. Director Beaudin described the Committee to House the Bay Area (CASA), which is an MTC idea that developed the CASA Compact. This focuses on 10 specific key elements. Elements 1 through 3 are about preservation and protection for renters. Elements 4 through 8 are about production and streamlining, including removing local processes and expediting the approval process for housing-related development projects. Elements 9 and 10 are revenue and administration items and how to manage funds and ensure compliance. Director Beaudin reported that the CASA Compact will be used by lawmakers in Sacramento to define housing policy in the upcoming years. The City continues to be concerned about maintaining local control. Concurrently, there is a big push by the State to increase housing production and decrease local authority. The City will continue to use growth management and other tools available to the City. In addition, the City will continue to advocate with legislators in Sacramento to ensure local decision- making is part of the local process for approving housing. Director Beaudin reported he has been working with the Pleasanton Unified School District (PUSD) and regional partners to develop a much broader and more in-depth community conversation to allow for public input. He also reported that February 22, 2019 is the bill introduction deadline in Sacramento and staff is monitoring all housing-related proposals closely. Information will also be shared at an upcoming meeting, related to the efforts of the Tri-Valley Community Development Directors to develop a shared and uniform platform for advocacy in Sacramento related to the housing issue. Mayor Thorne said it will be some time before the City really knows what it is faced with because the bill for submission is not due until February 22, 2019. Director Beaudin believes the matter will continue to evolve over the summer. Director Beaudin clarified the CASA Compact's first 5 elements are to minimize regulatory barriers to housing development near transit, in response to Councilmember Brown's inquiry. Councilmember Brown asked for clarification regarding unlock public land for affordable housing in the presentation. Director Beaudin clarified there are a number of issues on how this was worded in the CASA Compact and created a lot of confusion, but it would address the Surplus Plan. Councilmember Brown inquired why some low-income housing units did not meet HCD's requirements to be counted as part of Pleasanton's Low/Very Low income unit inventory, as much time was spent on proper zoning. Director Beaudin clarified there were a couple of sites, particularly in the Stoneridge Mall area, where HCD looked at the economic viability of the sites. There were sites the City had anticipated at a certain density and the HCD did not agree it was feasible and stated the City was being too aggressive in their approach. Councilmember Brown inquired when CASA, HCD, and the State are looking into mandates, whether they are looking for housing for job workers or are they looking for housing for 55 and over seniors? Director Beaudin clarified that it is not so much the age of the occupant, rather the income level of the occupant, and the idea the City may not be able to carry forward some of the City's housing element opportunity sites. One of the 2017 bills states if the City has two housing element cycles where the site has not been developed for housing it has to come off the list. Councilmember Brown stated that Pleasanton is much more than a bedroom community and it seems like the City is not being part of the solution to transit.
