Subha Khan, Foothill High School student, expressed her concern for the climate crisis on the <br /> planet including global warming, ocean pollution, weather changes, and animal extinction. She <br /> supports the Green New Deal as it addresses the climate crisis with the urgency required and <br /> encourages the City Council to take the next steps to support the effort. <br /> Caroline Gersich, Foothill High School student, spoke about the Green New Deal and encourage <br /> City Council to support their proposed resolution as a symbolic commitment. <br /> Aiofe Kennedy, Foothill High School student, outlined the specific support that has been received <br /> for their proposed Green New Deal resolution. She noted they have been endorsed by the Sierra <br /> Club and has 86 House Representative sponsors. <br /> Mayor Thorne recessed for brief break. The meeting reconvened at 7:49 p.m. <br /> Christy Duncan Anderson, representing parents of students at Vintage Hills Elementary, <br /> expressed concern for a crosswalk located on Grillo Court which does not have a crossing guard. <br /> She encouraged City Council to appropriate funds to fund a crossing guard position. She provided <br /> handout which includes maps, a petition, and photos of the location. <br /> Darsh Goyal, student at Vintage Hills Elementary, recounted his daily walk to school and <br /> expressed concern for his safety due to a lack of a crossing guard. <br /> Owen Duncan Anderson, student at Vintage Hills Elementary, recounted a near-miss experience <br /> in the crosswalk and encouraged City Council to fund the position. <br /> Arun Reyes, student at Vintage Hills Elementary, recounted close calls in the crosswalk and <br /> encouraged City Council to fund the position. <br /> Mina Goyal, representing parents of students at Vintage Hills Elementary, encouraged City <br /> Council to visit the location to get a better understanding of how dangerous the cross walk is for <br /> the students. She reported that Grillo Court street is only 29 feet wide and cannot accommodate <br /> the large SUV's that park in the red zones right in front of the crosswalk. <br /> Steve Nigro, representing parents of students at Vintage Hills Elementary, expressed concerns for <br /> the crosswalk and noted that vehicles travel at a high rate of speed and there is no signage. He <br /> advised that Grillo Court was still being used as a drop off point in response to Councilmember <br /> Brown's inquiry. <br /> Sebastian Nosker, resident of Concord Street near Vintage Hills Elementary, expressed his <br /> concern for the traffic on Grillo Court, is very concerned about the students, and would like to see <br /> speedbumps on the street. <br /> City Manager Fialho reported the City receives multiple requests each year for crossing guards in <br /> response to Mayor Thorne's inquiry. Additionally, he advised each crossing guard position is <br /> approximately $14,000 per year, provided by an outside contractor, and is appropriated through <br /> City Council's two-year budget cycle. He suggests that he connect with the residents that spoke <br /> and have the Traffic Committee meet with the residents to discuss traffic calming measures such <br /> as speedbumps. He suggests having a meeting with the School Liaison Committee to start a <br /> conversation regarding the issue. <br /> Councilmember Brown noted that law enforcement needs to issue citations to those who are <br /> illegally parked in those areas to remind violators of the issue. <br /> City Council Minutes Page 3 of 9 February 19,2019 <br />
