RESOLUTION NO. 19-1068 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON ADOPTING AN AMENDMENT TO THE GENERAL PLAN, AS FILED UNDER CASE P19-0021 AND AN AMENDMENT TO THE DOWNTOWN SPECIFIC PLAN, AS FILED UNDER CASE P19-0022 FOR THE PROPERTY LOCATED AT 4363 AND 4377 FIRST STREET WHEREAS, the City of Pleasanton has applied for a General Plan Amendment and a Specific Plan Amendment for the property at 4363 and 4377 First St. to: (1) change the General Plan Land Use Designation from "Retail/Highway/Service Commercial; Business and Professional Offices" to "Community Facilities — Public and Institutional;" and (2) change the Downtown Specific Plan Land Use Designation from "Downtown Commercial" to "Public;" and WHEREAS, after public notice, on February 27, 2019, the Planning Commission adopted Resolution PC 2019-03, determining that the proposed General Plan and Specific Plan Amendments are appropriate for the subject site, making findings, and recommending to the Pleasanton City Council that P19-0021 and P19-0022 be approved; and WHEREAS, at its meeting of March 19, 2019, the City Council reviewed the staff report from the Director of Community Development on this matter; and WHEREAS, on March 19, 2019, a duly-noticed public hearing was held by the City Council on these applications and considered all public testimony, agenda reports, and related materials, and the recommendations of staff and the Planning Commission; and WHEREAS, the proposed amendments have no possibility to have a significant effect on the environment and are therefore exempt from the California Environmental Quality Act per Title 14 California Code of Regulations §15061(b)(3). NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE, DECLARE, DETERMINE, AND ORDER THE FOLLOWING: SECTION 1. The City Council adopts an amendment to the Land Use Element of the Pleasanton General Plan 2005-2025, as set forth in Exhibit A, attached hereto and made part of this resolution by reference. SECTION 2. The City Council determines that this is one of the four times in 2019 that the Land Use Element of the General Plan may be amended as provided in Government Code Section 65358. SECTION 3. The City Council adopts an amendment to the Downtown Specific Plan, as set forth in Exhibit B. attached hereto and made part of this resolution by reference.
