RESOLUTION NO. 19-1068 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> ADOPTING AN AMENDMENT TO THE GENERAL PLAN, AS FILED UNDER CASE <br /> P19-0021 AND AN AMENDMENT TO THE DOWNTOWN SPECIFIC PLAN, AS <br /> FILED UNDER CASE P19-0022 FOR THE PROPERTY LOCATED AT 4363 AND <br /> 4377 FIRST STREET <br /> WHEREAS, the City of Pleasanton has applied for a General Plan Amendment and <br /> a Specific Plan Amendment for the property at 4363 and 4377 First St. to: (1) change the <br /> General Plan Land Use Designation from "Retail/Highway/Service Commercial; Business <br /> and Professional Offices" to "Community Facilities — Public and Institutional;" and (2) <br /> change the Downtown Specific Plan Land Use Designation from "Downtown Commercial" <br /> to "Public;" and <br /> WHEREAS, after public notice, on February 27, 2019, the Planning Commission <br /> adopted Resolution PC 2019-03, determining that the proposed General Plan and <br /> Specific Plan Amendments are appropriate for the subject site, making findings, and <br /> recommending to the Pleasanton City Council that P19-0021 and P19-0022 be <br /> approved; and <br /> WHEREAS, at its meeting of March 19, 2019, the City Council reviewed the staff <br /> report from the Director of Community Development on this matter; and <br /> WHEREAS, on March 19, 2019, a duly-noticed public hearing was held by the City <br /> Council on these applications and considered all public testimony, agenda reports, and <br /> related materials, and the recommendations of staff and the Planning Commission; and <br /> WHEREAS, the proposed amendments have no possibility to have a significant <br /> effect on the environment and are therefore exempt from the California Environmental <br /> Quality Act per Title 14 California Code of Regulations §15061(b)(3). <br /> NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE <br /> CITY OF PLEASANTON DOES RESOLVE, DECLARE, DETERMINE, AND ORDER <br /> THE FOLLOWING: <br /> SECTION 1. The City Council adopts an amendment to the Land Use Element of <br /> the Pleasanton General Plan 2005-2025, as set forth in Exhibit A, attached hereto and <br /> made part of this resolution by reference. <br /> SECTION 2. The City Council determines that this is one of the four times in 2019 <br /> that the Land Use Element of the General Plan may be amended as provided in <br /> Government Code Section 65358. <br /> SECTION 3. The City Council adopts an amendment to the Downtown Specific <br /> Plan, as set forth in Exhibit B. attached hereto and made part of this resolution by <br /> reference. <br />
