BACKGROUND
Operations Services Department staff provides a regular update to this Committee regarding
the City's various efforts to implement its CAP.
DISCUSSION
Three energy services companies (ESCOs), EcoGreen Solutions, Syserco, and Engie,
conducted preliminary feasibility assessments of the City's Fire Station #1 and Callippe Golf.
Course Clubhouse on January 16. Staff reviewed their findings and has chosen to engage
Syserco to conduct IGAs of up to eight City facilities and to perform the subsequent design and
construction of the identified energy efficiency improvements. Contract negotiations are
underway with Syserco to fund this project via PG&E's 0% interest on -bill financing program.
As reported in January, East Bay Energy Watch contracted with PlaceWorks in 2018 to
develop GHG inventories for 35 jurisdictions in Alameda and Contra Costa counties for year
2017. Staff is engaging PlaceWorks, separately, to account for emissions associated with the
water/wastewater sector, as well as to redevelop a similar inventory for the City's baseline year
of 2005 using the same methodology. Over the last two months, staff has worked to obtain
data requested by PlaceWorks needed to develop the inventories, which require coordination
with outside agencies such as the Dublin San Ramon Services District and the City of
Livermore. Staff expects PlaceWorks to complete this project before the end of this fiscal year
and in time for the City to start the update process of its Climate Action Plan.
Staff has also engaged a new web designer to design the Virtual Street website. The previous
designer proved to be non-responsive and was released from the project. That resulted in at
least a month and a half delay in project development. The new web designer is much more
engaged and has already provided sound design concepts. Staff is developing contents to be
used and anticipating to beta -test the website by the end of April.
Lastly, the City's CivicSpark Fellow, Zack Reda, has been evaluating EBCE using the criteria
established by this Committee. He will present his preliminary findings and staff will seek
Committee feedback and guidance for further investigations where needed.
Submitted by:
Derek Lee
Environmental Services Manager
