The concern he has is frustrating the public in <br />terms of bringing the public to a meeting, potentially not meeting the shot clock, and having the <br />public sit and listen to the appeal and having to tell them this is the way it is. <br />Commissioner Brown said he was simply advocating for clarity in the public notice under what <br />conditions one could appeal to the City Manager so the public would not be frustrated. <br />Commissioner Balch noted there has got to be a will to be open in the government process <br />and this City has shown they are a vocal group, and despite that challenge being mighty and <br />great, staff should notice the public and provide the process. <br />Commissioner Brown moved to recommend to the City Council approval of the <br />amended proposal P19-0027 for a draft City policy regarding small wireless facilities <br />with a request City staff and outside legal counsel review the feedback from carriers <br />and reconsider the details around concealment, bonding, and radius. <br />Commissioner Balch seconded the motion. <br />ROLL CALL VOTE: <br />AYES: Commissioners Allen, Balch, Brown, Ritter <br />NOES: None <br />ABSENT: Commissioner O'Connor <br />Resolution PC -2019-02 recommending approval of Case P19-0027 was adopted, as motioned <br />and amended. <br />7.
