Commissioner Brown said he was simply advocating for clarity in the public notice under what conditions one could appeal to the City Manager so the public would not be frustrated. Commissioner Balch noted there has got to be a will to be open in the government process and this City has shown they are a vocal group, and despite that challenge being mighty and great, staff should notice the public and provide the process. Commissioner Brown moved to recommend to the City Council approval of the amended proposal P19-0027 for a draft City policy regarding small wireless facilities with a request City staff and outside legal counsel review the feedback from carriers and reconsider the details around concealment, bonding, and radius. Commissioner Balch seconded the motion.
