BACKGROUND <br /> Water Distribution System - Water Quality <br /> The City's distribution system currently experiences water quality issues during the <br /> summer months in the northwest portion of the distribution system in or around the <br /> Foothill Tank and its local service area. To mitigate these issues, water utility staff <br /> currently employ a fill-and-drain operational strategy to reduce the length of time water <br /> resides in the tank. While effective, this operational strategy requires staff time, and <br /> impacts operating pressures to customers in the area. <br /> Water Supply Facilities - Aging Well Facilities <br /> The City supplements treated water from Zone 7 with groundwater from its three <br /> groundwater wells known as Well 5, Well 6, and Well 8. Wells 5 and 6 are serviced by a <br /> shared facility located at Black Avenue and Santa Rita Road. The Well 8 facility has a <br /> standalone building located in the corporation yard at the Operations Services Center. <br /> Since these facilities were put into service, minimal upgrades to the existing facilities <br /> have been made. Over time, these facilities have required increased maintenance. <br /> While still functional, most of the ancillary equipment is nearing the end of its expected <br /> life. Chemical storage, transfer, dosing and control systems are outdated. A <br /> comprehensive evaluation is needed to assess all components of these well facilities, <br /> including the electrical, structural and mechanical equipment, and to recommend <br /> improvements to assure reliability and compliance with current codes. Chemical storage <br /> and dosing systems will be standardized amongst the wells, providing improved <br /> operational and maintenance efficiency. <br /> DISCUSSION <br /> A Request for Qualifications was advertised on November 16, 2018. On December 11, <br /> 2018, Statement of Qualifications (SO()) were received from two firms, Carollo <br /> Engineers and Kennedy-Jenks. Both firms were interviewed by City staff on January 8, <br /> 2019. Carollo Engineers was selected as the most qualified firm. Staff recommends that <br /> the City enter into the attached agreement with Carollo Engineers to review, analyze, <br /> and develop recommendations to address the City distribution system's water quality <br /> and to upgrade the water supply groundwater well facilities. <br /> Schedule <br /> These two efforts will occur simultaneously with work starting in April. The Foothill Tank <br /> and surrounding area water quality recommendations will be completed by November <br /> 2019. The well assessment portion of the project will be completed by July 2019. <br /> Page 2 of 3 <br />
