The City prefers small wireless <br /> facilities outside the public rights-of-way to be installed in locations, ordered from <br /> most preferred to least preferred, as follows. <br /> (1) locations within areas designated as any of the land use categories listed in the <br /> General Plan under the "Industrial, Commercial and Offices," "Mixed Use," or <br /> "Open Space" categories (except within any public park or open space areas); <br /> (2) locations within areas designated "Community Facilities" in the General Plan; <br /> (3) within the Downtown Specific Plan Area, any location within any non-residential <br /> or mixed-use Specific Plan land use designation, except for properties with a <br /> frontage on Main Street; <br /> (4) locations within areas designated as any of the land use categories listed in the <br /> General Plan under the "Residential" category; <br /> (5) locations within any public park or open space area; <br /> (6) within the Downtown Specific Plan Area, locations within residential Specific <br /> Plan land use designations; <br /> 19 <br />
