identified in the title report that authorizes the applicant to submit and accept a <br /> small cell permit in connection with the subject property. For any small wireless <br /> facility proposed to be installed on a support structure in the public right-of-way, <br /> the applicant must submit a written authorization from the support structure <br /> owner(s). <br /> (12) Acoustic Analysis. The applicant shall submit an acoustic analysis prepared <br /> and certified by an engineer licensed by the State of California for the proposed <br /> small wireless facility and all associated equipment including all environmental <br /> control units, sump pumps, temporary backup power generators and <br /> permanent backup power generators demonstrating compliance with the City's <br /> noise regulations. The acoustic analysis must also include an analysis of the <br /> manufacturers' specifications for all noise-emitting equipment and a depiction <br /> of the proposed equipment relative to all adjacent property lines. In lieu of an <br /> acoustic analysis, the applicant may submit evidence from the equipment <br /> manufacturer(s) that the ambient noise emitted from all the proposed <br /> equipment will not, both individually and cumulatively, exceed the applicable <br /> noise limits. <br /> (b) Additional Requirements. The City Council authorizes the Community <br /> Development Director to develop, publish and from time to time update or amend <br /> permit application requirements, forms, checklists, guidelines, informational <br /> handouts and other related materials that the Community Development Director <br /> finds necessary, appropriate or useful for processing any application governed <br /> under this Policy. All such requirements and materials must be in written form and <br /> publicly available to all interested parties. <br /> SECTION 2.3. SMALL CELL PERMIT APPLICATION SUBMITTAL AND <br /> COMPLETENESS REVIEW <br /> (a) Requirements for a Duly Filed Application. Any application for a small cell <br /> permit will not be considered duly filed unless submitted in accordance with the <br /> requirements in this Section 2.3(a). <br /> (1) Submittal Appointment. All applications must be submitted to the City at a <br /> pre-scheduled appointment with the Community Development Director. <br /> Potential applicants may generally submit one application per appointment, or <br /> up to five individual applications per appointment for batched applications as <br /> provided in Section 2.3(d). Potential applicants may schedule successive <br /> appointments for multiple applications whenever feasible and not prejudicial to <br /> other applicants for any other development project. The Community <br /> Development Director shall use reasonable efforts to offer an appointment <br /> within five working days after the Community Development Director receives a <br /> written request from a potential applicant.
