Of those, 97 were in favor of the proposed <br /> agreement and five were opposed to the proposed agreement. <br /> One resident who submitted a no vote also commented that they thought that the <br /> differing formulas for rent increases depending on whether a resident moved in before <br /> or after 2002 (one based on Social Security Cost of Living and the other based on <br /> standard Cost of Living) was discriminatory. The resident advocated for a single <br /> formula for all residents based on the Social Security Cost of Living, but not less than <br /> 1.5% nor more than 2.95%. The formulas for annual rent increases contained in the <br /> proposed agreement were the subject of extensive discussions between the City, the <br /> Park Owner and the Agreement Committee.
