BACKGROUND <br /> The City has historically utilized contract services to provide officiating services for City <br /> youth and adult sport leagues as well as tournaments. Services include game-official <br /> selection, training, scheduling and supervision for adult softball league games and <br /> tournament play. <br /> In October 2018, the City distributed a Request for Proposal (RFP) for adult softball <br /> umpiring services. Two vendors responded to the RFP. <br /> After reviewing the proposals, Mission Valley Sports Officials, Inc. qualified based on <br /> overall experience providing umpire services and a thorough knowledge of the City's <br /> sport leagues. Mission Valley Sports Officials Inc. has umpired adult slow-pitch softball <br /> games for the City of Pleasanton with positive results. <br /> DISCUSSION <br /> The City's agreement with Mission Valley Sports Officials, Inc. expired on December 31, <br /> 2018. Staff conducted an RFP process in October 2018. As part of the City's <br /> purchasing process, notification of the RFP process was sent through press releases in <br /> local newspapers, as well as being posted on the City's website. Staff feel confident in <br /> recommending Mission Valley Sports Officials, Inc. based on their proposed fee <br /> schedule, professionalism, quality of work, and past experience with the City of <br /> Pleasanton's adult softball leagues. <br /> If approved, the term of the proposed Agreement would begin on March 20, 2019 and <br /> continue through December 31, 2021. In addition, compensation is based on a "time- <br /> and-materials basis" and cannot exceed $90,000 in 2019; $92,500 in 2020; and <br /> $95,000 in 2021 . The cost of the Agreement is offset completely by revenues the City <br /> receives from softball tournament and the adult softball program league fee(s).
