THE CITY OF n <br /> LEASANTON CITY COUNCIL AGENDA REPORT <br /> March 19, 2019 <br /> Engineering <br /> TITLE: ALLOCATE $220,000 FROM FUND 518 TO THE RECYCLED WATER <br /> INFRASTRUCTURE EXPANSION PHASE 1A — KEN MERCER SPORTS <br /> PARK BOOSTER STATION PROJECT, CIP NO. 14126, AND AUTHORIZE <br /> THE DIRECTOR OF ENGINEERING TO APPROVE AND EXECUTE <br /> CHANGE ORDERS TO THE CONTRACT WITH GSE CONSTRUCTION <br /> COMPANY, INC. IN THE NOT TO EXCEED AMOUNT OF $220,000 TO <br /> INSTALL SEVEN DEBRIS STRAINERS IN THE RECYCLED WATER PARK <br /> IRRIGATION SYSTEM PIPING <br /> SUMMARY <br /> The City's recycled water distribution system at the Ken Mercer Sports Park is <br /> experiencing an issue with debris clogging the individual filters housed within the <br /> irrigation spray heads. In order to clean the irrigation heads and remove the debris, the <br /> heads must be excavated and disassembled. There are 1,812 irrigation heads subject <br /> to this debris blockage within the Sports Park and the Tennis and Community Park. <br /> Review of recycled water customers in Hacienda Business Park revealed they are not <br /> experiencing similar issues, however, every one of the private customer irrigation <br /> systems includes at least one in-line Wye-Strainer filter. Staff designed a project to <br /> install similar Wye-Strainer filters at all seven water meter locations serving the Sports <br /> Park and the Tennis and Community Park. Staff then asked GSE Construction <br /> Company, Inc. (GSE), as the current contractor on the recycled water booster station <br /> installation at the Sports Park, for a cost proposal to install the seven Wye-Strainer <br /> filters in accordance with the plans and specifications. GSE proposed a total cost of <br /> $203,800 to complete the project. Staff has reviewed this cost and believes it fair and <br /> reasonable. Staff recommends that City Council allocate $220,000 from Fund 518 for <br /> the work, and authorize the Director of Engineering to process change orders up to <br /> $220,000 to complete the work. The recommended amount includes the GSE-proposed <br /> cost of $203,800, and $16,200 in contingency to cover any unforeseen conditions <br /> discovered while completing the project. <br /> RECOMMENDATION <br /> 1. Allocate $220,000 from Fund 518 to the Recycled Water Infrastructure Expansion <br /> Phase 1A — Ken Mercer Sports Park Booster Station Project, CIP No. 14126. <br /> 2. Authorize the Director of Engineering to approve and execute change orders to the <br /> contract with GSE Construction Company, Inc. in the not-to-exceed amount of <br /> $220,000 to install seven debris Wye-Strainers in the recycled water park irrigation <br /> system piping. <br />
