DYETT & BHATIA
Urban and Regional Planners
For locations where significant impacts are identified, we will evaluate the effectiveness of
mitigation measures. In addition to the intersection analysis described above,we will also update
the vehicle miles of travel assessment.
Fehr & Peers will update the transportation and circulation section of the Administrative Draft
Environmental Document, as well as the applicable sections of the Alternatives chapter. We will
respond to one round of editorial comments prior to finalizing our work.
3.2 Air Quality and GHG Emissions Modeling Update
Based on updated traffic data from Fehr & Peers, D&B will use CalEEMod to revise estimates
emissions of ozone precursors(reactive organic gases[ROGs] and nitrogen oxides[NOX]),carbon
monoxide(CO),and inhalable particulate matter(PM10 and PM2.5)emitted by vehicles operated
on study area roadways for future buildout conditions. Additionally, D&B will use the updated
traffic input to revise the analysis of greenhouse gas(GHG) emissions, including carbon dioxide,
(CO2), methane (CH4) and nitrous oxide (N20), that will be generated from Specific Plan
implementation. D&B will also update the tables, text and figures in the Air Quality and GHG
Emissions Chapters of the Screencheck Draft EIR to reflect updated air quality and GHG emissions
modeling.
3.3 Noise Modeling Update
Based on updated traffic data from Fehr & Peers, CSA will revise traffic noise calculations and
provide one updated noise contour map for"future"conditions. D&B will update the tables, text
and figures in the Noise Chapter of the Screencheck Draft EIR to reflect updated noise analysis and
mapping from CSA.
3.4 Screencheck Draft EIR II Preparation and Update of Notices
This task involves updates to the Summary, Introduction, Project Description, Environmental
Analysis, and Alternatives Chapters of the Screencheck Draft EIR needed to reflect the updates
modeling results described above.Additionally, includes time for D&B staff to format and PDF the
Screencheck Draft EIR II submittal and to revised the NOA and NOC.
Task 5: Evaluation of Minor Land Use and Zoning Changes
Subsequent to the release of the public review Draft DSP EIR,the City is considering requests from
two property owners in the downtown area for a change to current land use designations to allow
residential development. Both sites are developed with some existing uses (one a restaurant and
existing home;the other a gas station and auto repair business),which would be demolished and
replaced with residential uses. The City is also considering some other minor zoning changes as a
result of public review. An initial review of the proposed developments indicates that the proposed
changes would result in a small net reduction in peak hours trips to/from the sites in question,
although there would be a net increase in the number of residents and housing units in the DSP
area in 2040.
1330 Broadway Ste.604 Oakland,CA 94612
415 956 4300 I www.dyettandbhatia.com
