DYETT & BHATIA <br /> Urban and Regional Planners <br /> addressing any final comments from staff to prepare the Hearing Draft DSP for circulation to <br /> decision-makers. <br /> Task 3: Incorporate Bernal Property Phase II EIR Analysis into <br /> EIR Screencheck Draft <br /> On November 1,2018,based on the recommendation of outside legal counsel,City staff requested <br /> that the Bernal Property Phase II EIR be incorporated by reference into the Downtown Specific <br /> Plan EIR and that the relevant portions of the prior environmental analysis be summarized and <br /> included in sections 3.1 through 3.14 of the Downtown Specific Plan EIR.While this approach had <br /> not been anticipated in the original scope of work, D&B addressed this request along with staff <br /> comments on the Admin Draft EIR and prepared the Screencheck Draft EIR, delivered on <br /> November 8, 2018. The associated cost for this additional work is shown in Table 1 below. <br /> Task 4: Specific Plan EIR - Screencheck Draft II <br /> In reviewing the Screencheck Draft EIR, City staff requested revisions to the methodology and <br /> assumptions for traffic and transportation analysis to more accurately account for moving the Civic <br /> Center Land uses to the Bernal Property.These revisions included the addition of three new study <br /> intersections as well as the modification of land use assumptions for the Civic Center and Bernal <br /> Property sites.As a result,an update of the traffic,air quality,greenhouse gas emissions,and noise <br /> modeling is required together with preparation of a Screencheck Draft II that incorporates the <br /> updated modeling results. <br /> 3.I Traffic Modeling Update <br /> This Task includes updating the peak hour intersection forecasts,and resulting level of service and <br /> queuing analysis for the with project scenarios, as well as updating the vehicle miles of travel <br /> assessment in order to account for the revisions requested to more accurately account for moving <br /> the Civic Center Land uses to the Bernal Property. <br /> Fehr&Peers will work with the City of Pleasanton and Dyett&Bhatia to update the land use and <br /> roadway network assumptions for the "with project" analysis scenarios. These assumptions will <br /> then form the basis of the analysis tasks. <br /> Fehr&Peers will update the peak hour intersection forecasts,level of service analysis,and queueing <br /> assessment for the existing, near-term and cumulative with project scenarios for all intersections <br /> evaluated for the administrative draft transportation and circulation section of the environmental <br /> document.
