Exhibit A-2 DYETT & BHATIA Urban and Regional Planners MEMORANDUM To: Ellen Clark and Richard Patenaude, City of Pleasanton From: Andrew Hill, Associate Principal Re: Additional Services Request for Pleasanton Downtown Specific Plan and EIR Date: March 7, 2019 Ellen and Richard This memo summarizes additional services requested by City staff for the Pleasanton Downtown Specific Plan and EIR,including additional technical modeling work to be performed by Dyett& Bhatia(D&B),Fehr&Peers and Charles Salter&Associates(CSA).A description of the associated tasks,budget,and schedule is provided below. SCOPE OF WORK Task I: Downtown Specific Plan - Screencheck Draft II The original scope of work anticipated an Administrative Draft Specific Plan (Task 5-A),which would be revised to create a Screeencheck Draft in response to one round of consolidated comments from City staff and revised one more time following a screencheck to create the Public Review Draft.The Admin Draft was submitted incrementally through July 30 and the Screencheck Draft was submitted on September 12,2018. Subsequently,the City requested further revisions to the Screencheck Draft that went beyond the level of minor edits that would be expected for preparation of the Public Review Draft, including new substantive comments and edits to incorporate the findings of the Water Supply Assessment (WSA). D&B submitted this version (Screencheck Draft II) on October 17 and then submitted the Public Review Draft Plan on November 2, 2018. The associated cost for this additional draft of the Specific Plan is shown in Table 1 below. Task 2: Additional Graphics for Hearing Draft DSP Prior to adoption hearings before the Planning Commission and City Council,D&B will prepare 10-15 additional graphics,illustrations,and photos to illustrate key concepts from the DSP,such as height standards or Main Street active frontage requirements. The goal is to add more graphic interest and illustrative information into the document. D&B will prepare a list of potential graphics,illustrations,and photos and submit to the City for review and approval.Once approved by City staff,D&B will prepare the graphics and incorporate into the Hearing Draft DSP, together with any amendments and refinements to the content and format of the DSP that result from public review of the Draft DSP.It is anticipated that the amendments and refinements will be targeted in nature and will not result in extensive changes to the content or layout of the document.
