The public notice was also published in The <br /> Valley Times. At the time this report was written, staff had not received any comments <br /> from the surrounding property owners or tenants. Any public comments will be <br /> forwarded to the City Council. <br /> ENVIRONMENTAL ASSESSMENT <br /> The subject property is an infill site that has already been developed with commercial <br /> buildings and parking. While the proposed General Plan, Specific Plan and Zoning <br /> amendments would allow for a range of future uses, the City anticipates the ultimate <br /> use of the site will be of a lesser scale and intensity than the current commercial use of <br /> the site, likely involving removal of the existing buildings to allow for uses that would <br /> enhance circulation, parking, public amenities and streetscape along First Street. <br /> Furthermore, the redesignation and rezoning of the site does not, by itself, result in any <br /> change or use of the site, which will ultimately be determined through a public process <br /> with the Park and Recreation Commission and City Council, and, pursuant to the <br /> requirements of the Public and Institutional Zoning District, a Conditional Use Permit to <br /> be approved by the Planning Commission and itself a project subject to CEQA review. <br /> Based on the foregoing, it is concluded that the proposed amendments and rezoning <br /> have no possibility to have a significant effect on the environment and are therefore <br /> exempt from the California Environmental Quality Act per Title 14 California Code of <br /> Regulations §15061(b)(3). <br /> Page 7 of 8 <br />
