ATTACHMENT 1 <br /> RESOLUTION NO. 19- <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> ADOPTING AN AMENDMENT TO THE GENERAL PLAN, AS FILED UNDER <br /> CASE P19-0021 AND AN AMENDMENT TO THE DOWNTOWN SPECIFIC PLAN, <br /> AS FILED UNDER CASE P19-0022 FOR THE PROPERTY LOCATED AT <br /> 4363 AND 4377 FIRST STREET <br /> WHEREAS, the City of Pleasanton has applied for a General Plan Amendment and a <br /> Specific Plan Amendment for the property at 4363 and 4377 First St. to: (1) change the General <br /> Plan Land Use Designation from "Retail/Highway/Service Commercial; Business and <br /> Professional Offices" to "Community Facilities — Public and Institutional;" and (2) change the <br /> Downtown Specific Plan Land Use Designation from "Downtown Commercial" to "Public;" and <br /> WHEREAS, after public notice, on February 27, 2019, the Planning Commission <br /> adopted Resolution PC 2019-03, determining that the proposed General Plan and Specific <br /> Plan Amendments are appropriate for the subject site, making findings, and recommending to <br /> the Pleasanton City Council that P19-0021 and P19-0022 be approved; and <br /> WHEREAS, at its meeting of March 19, 2019, the City Council reviewed the staff report <br /> from the Director of Community Development on this matter; and <br /> WHEREAS, on March 19, 2019, a duly-noticed public hearing was held by the City <br /> Council on these applications and considered all public testimony, agenda reports, and related <br /> materials. and the recommendations of staff and the Planning Commission: and <br /> WHEREAS, the proposed amendments have no possibility to have a significant effect <br /> on the environment and are therefore exempt from the California Environmental Quality Act per <br /> Title 14 California Code of Regulations §15061(b)(3). <br /> NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br /> PLEASANTON DOES RESOLVE, DECLARE, DETERMINE, AND ORDER THE FOLLOWING: <br /> SECTION 1. The City Council adopts an amendment to the Land Use Element of the <br /> Pleasanton General Plan 2005-2025, as set forth in Exhibit A, attached hereto and made part of <br /> this resolution by reference. <br /> SECTION 2. The Council determines that this is one of the four times in 2019 that the <br /> Land Use Element of the General Plan may be amended as provided in Government Code <br /> Section 65358. <br /> SECTION 3. The City Council adopts an amendment to the Downtown Specific Plan, <br /> as set forth in Exhibit B, attached hereto and made part of this resolution by reference. <br /> SECTION 4. This resolution shall become effective immediately upon its passage and <br /> adoption. <br />
