The current draft 2019-20 work plan was recently updated to reflect new potential priority <br />projects as identified by the public, individual goals provided by the mayor and <br />councilmembers (over the past year), projects identified by City staff, projects discussed <br />collectively by the City Council, and not -yet completed priority projects previously approved by <br />the City Council. The draft work plan is attached for your review. <br />STAFF RECOMMENDATION: <br />At this time, the City staff is seeking Bicycle, Pedestrian & Trails Committee (BPTC) assistance <br />in refining or amending the BPTC related priorities. Particularly, staff is requesting that the <br />BPTC review the work plan and provide the following information: <br />Identify any bicycle or pedestrian related project(s) that your committee determines is <br />no longer a priority <br />Recommend the City Council prioritize a newly added project and/or initiative as <br />described in the work plan, or consider the addition of a new project/initiative not <br />currently part of the work plan <br />Provide comment on any project that is part of the existing work plan. Staff will compile <br />comments from all commission and committees and present them to the City Council for <br />consideration as part of its workshop, tentatively scheduled in March. <br />DISCUSSION: <br />In order to ensure that the greatest number of prioritized projects are completed within the time <br />frame of the 2019-20 two year work plan, and with the limitation of City staff and resources in <br />mind, the BPTC is encouraged to limit their recommended priorities to the strategically chosen <br />projects and/or initiatives. This focused approach will allow for a more refined prioritization <br />process for the City Council Workshop, and result in a more realistic two-year work plan and <br />appropriate subsequent annual budget. <br />There is currently one BPTC related Council priority in the draft work plan, which was included <br />in the previous plan. This includes the following: <br />Design West Las Positas Bicycle and Pedestrian Improvements. This project is <br />underway and is the top ranked corridor in the Bicycle and Pedestrian Master Plan. This <br />project will design the bicycle and pedestrian improvements along West Las Positas <br />Boulevard from Foothill Road to Kirkcaldy Street. The design process will be completed <br />in June 2019, with construction to begin once the design is approved by City Council. <br />The Pedestrian and Bicycle Master Plan includes a list of prioritized corridors and a funding <br />mechanism that focuses on completion of the top ranked corridor before moving on to the next <br />highest ranked project. The Master Plan does allow for individual projects to be identified and <br />funded that are not within the top ranked corridor. These projects will be identified by the BPTC <br />but do not necessarily rise to the level of inclusion in the two year work plan. <br />Attachment: Draft 2019-2020 Work Plan <br />
