BACKGROUND <br /> The City implemented its HHSG program in 2010. The HHSG program combined <br /> funding from the CDBG, HOME federal grants, and two local sources (LIHF and City <br /> General Funds allocated for human services. These funding sources combined into a <br /> single streamlined grant program. <br /> HHSG applications for FY 2019/2020 funding were solicited from December 13, 2018 <br /> through January 22, 2019. Twenty-seven applications were received by the January 22 <br /> deadline, with a total funding request of $1,095,937 (or $1,119,121 including the <br /> required Section 108 loan payment for 2019/2020). The annual Section 108 Loan <br /> payment is for the 2015 Axis Community Health Clinic rehabilitation project. <br /> Applications were submitted electronically via the ZoomGrants system, and members of <br /> the Human Services Commission were able to review the applications online. <br /> Consequently, no printed materials were distributed this year, and commissioners are <br /> requested to print their copies and bring them to the March 6, 2019, meeting as well as <br /> any project-specific materials that are desired for review during the meeting. <br /> DISCUSSSION <br /> The following table summarizes the composite level of funding for the HHSG program <br /> for the coming fiscal year: <br /> Source FY2018/19 FY 201912020 Notes <br /> Funding Funding <br /> The CDBG Entitlement amount for FY 2019/2020 has not yet been released by <br /> CDBG: HUD. The total amount noted at left is a conservative estimate based on last <br /> year's allocation and reflects the maximum 15%of the grant that can be used <br /> Capital $192,076 $207,217 for public services.These amounts do not include an estimated $63,758 for <br /> Pub. Svc. $ 49,757 $ 47,818 program administration (20%of the grant)as well as the Section 108 Loan <br /> repayment amount of$23,184.
