BACKGROUND The City implemented its HHSG program in 2010. The HHSG program combined funding from the CDBG, HOME federal grants, and two local sources (LIHF and City General Funds allocated for human services. These funding sources combined into a single streamlined grant program. HHSG applications for FY 2019/2020 funding were solicited from December 13, 2018 through January 22, 2019. Twenty-seven applications were received by the January 22 deadline, with a total funding request of $1,095,937 (or $1,119,121 including the required Section 108 loan payment for 2019/2020). The annual Section 108 Loan payment is for the 2015 Axis Community Health Clinic rehabilitation project. Applications were submitted electronically via the ZoomGrants system, and members of the Human Services Commission were able to review the applications online. Consequently, no printed materials were distributed this year, and commissioners are requested to print their copies and bring them to the March 6, 2019, meeting as well as any project-specific materials that are desired for review during the meeting. City Gen. $206,379 $215,888 City Grant funds reserved for human services; increased from last year based Fund on 4.61% increase in the City's General Fund per policy adopted in 2009. Subtotal: $448,212 $470,923 [Funding available for allocation by the Human Services Commission] The City has not yet been notified by Alameda County HCD of its HOME funds allocation for FY 2019/2020. The amount at left is a conservative estimate HOME $81034 $137,027 based on last year's allocation and does not include$7,829 for program administration. HOME eligibility requirements are included in Attachment 4. The allocation of HOME funds is subject to review and recommendation by the Housing Commission on March 21, 2019. This is an estimate based on applications received and the historic level of LIHF $140,000 $171,695 supplementation from the LIHF to the CDBG/HOME programs in recent years.
