or county to grant an "equitable communities incentive," which is a waiver from <br /> maximum controls on density, height, and parking spaces per unit, and up to three <br /> concessions (such as deviation from setbacks or other development standards), if the <br /> project provides low, very low or extremely low income housing and is located in a "job- <br /> rich housing project" or "transit-rich housing project," as defined below. <br /> "Transit-rich housing project" means a residential development, the parcels of <br /> which are all within a one-half mile radius of a major transit stop or a one-quarter <br /> mile radius of a stop on a high-quality bus corridor. <br /> "Job-rich housing project" means a residential development within an area <br /> identified by the Department of Housing and Community Development and the <br /> Governor's Office of Planning and Research, based on indicators such as <br /> proximity to jobs, high area median income relative to the relevant region, and <br /> high-quality public schools, as an area of high opportunity close to jobs. <br /> The League of California Cities Housing, Community and Economic Development <br /> Policy Committee (HCED) discussed SB 50 at their January 17, 2019 meeting. HCED <br /> took a position to oppose the bill unless amended. A summary of SB 50, which was <br /> presented to HCED on January 17, 2019, is included as (Attachment 2 of the Tri-Valley <br /> Housing Policy Framework (Attachment 2)). <br /> Council's input and direction on this bill would be appreciated at this time, since the bill <br /> is further developed and advocacy has already begun with the bills authors. <br /> CONCLUSION AND NEXT STEPS <br /> This agenda item, including the requested endorsement of the Tri-Valley Housing and <br /> Policy Framework is an early and foundational step in the City's engagement with <br /> forthcoming housing legislation, and the broader community discussion around housing <br /> in Pleasanton that will continue through the next Regional Housing Needs Allocation <br /> (RHNA) and Housing Element update cycle and beyond. <br /> As noted above, staff will continue to closely monitor the new bills proposed as part of <br /> the 2019 legislative cycle, and engage with decision-makers to develop responses to, <br /> and clear positions on, those with the potential to impact the community. Critical to this <br /> strategy will be efforts to directly engage with the drafting process, to influence the <br /> legislation in ways that support local decision-making and control; do not have negative <br /> impacts on the city's financial resources or services; and ensure that the Pleasanton's <br /> character and local conditions are respected. <br /> Equally important will be a process of community engagement and information-sharing <br /> — through documents such as the "Frequently Asked Questions" included as <br /> Attachment 3, so that there is a growing understanding and awareness across the entire <br /> community regarding the topic of housing. <br /> Page 8 of 9 <br />
