2) Receive the presentation and provide any additional comments on the CASA <br /> Summary and Response; and <br /> 3) Receive the presentation summarizing forthcoming legislation, and provide <br /> comments and direction to staff with respect to advocacy efforts. <br /> FINANCIAL STATEMENT <br /> No financial changes result from this report. <br /> BACKGROUND <br /> On February 19, 2019, the City Council received a report, providing an update on 2017 <br /> and 2018 housing legislation; an overview of the Regional Housing Needs Allocation <br /> (RHNA) and Housing Element process, and a brief introduction to upcoming housing <br /> legislation. At the meeting, staff also presented background on historic local and <br /> regional growth trends, showing, despite a recent uptick in multi-family housing <br /> production, relatively measured housing growth in Pleasanton over the past decade. <br /> Staff and the City Council discussed some of the challenges that lie ahead to prepare, <br /> plan for, and respond to forthcoming housing legislation and the RHNA and Housing <br /> Element cycle. Since that meeting, staff has prepared a comprehensive analysis <br /> identifying key factors that have contributed to growth in Pleasanton and provided a <br /> perspective on the future of housing in the city titled Housing in Pleasanton. This <br /> comprehensive guide to the history of housing in Pleasanton is included as Attachment <br /> 6 reference. This March 5 Agenda Report presents a more detailed discussion of <br /> upcoming legislation, and lays groundwork for the City's considered response to it, <br /> through the Tri-Valley Housing and Policy Framework. <br /> DISCUSSION <br /> Tri-Valley Housing and Policy Framework <br /> Background <br /> The "Tri-Valley Cities" are the Town of Danville and the cities of Dublin, Livermore, <br /> Pleasanton and San Ramon. While each jurisdiction has its own perspective on how to <br /> best meet the needs of its local residents and business communities, there are areas of <br /> overlap, which allows for collaboration and advocacy that can strengthen the voice of <br /> the Tri-Valley. With the goal to build consensus and a united approach to address <br /> housing legislation as it is developed by State legislators, the Tri-Valley Cities have <br /> been working together for several years and have adopted a broad Legislative <br /> Framework to assist with education and advocacy work in seven Focus Areas: <br /> 1 . Public Infrastructure <br /> 2. Transportation <br /> 3. Housing <br /> 4. Local Control <br /> 5. Fiscal Sustainability <br /> 6. Economic Development <br /> 7.
