Ayes: Councilmembers Brown, Narum, Pentin, Testa, Mayor Thorne Noes: None Absent: None MATTERS INITIATED BY COUNCIL Councilmember Pentin requested to place a possible straw ban in Pleasanton on a future agenda and believes it is time for the City to investigate the single-use plastics issue. Mr. Fialho recommends that the City Council wait until the priorities workshop to review this item. Councilmember Brown requested the City Council consider using the Committee on Energy and the Environment to review water data should the study be funded. The water data they are receiving is very complex and she would like them to advise City Council since they are the subject matter experts. Mr. Fialho advised one way to accomplish the review would be for the committee to assign two committee members to work with Councilmembers Brown and Narum. Councilmember Testa noted the Committee on Energy and the Environment members are concerned about their temporary status and have asked what can be done to make them a permanent committee. Mr. Fialho responded the Committee is standing through June 2019 and suggests the matter be addressed at the upcoming City Council priorities workshop. COUNCIL REPORTS Mayor Thorne reported he was able to meet with the Appropriations Committee in Washington D.C. specifically on transportation concerns. He also advised the Federal Communications Commission (FCC) has been delegated authority to deploy 5G infrastructure and can require the City to act within 60 days. Congresswoman Eshoo introduced H.R. 530 to overturn (FCC) regulations limiting the ability of local governments to regulate the deployment of 5G wireless infrastructure and the City of Pleasanton fully supports this legislation. Mayor Thorne reported there is a lot of discussion around CASA, the Committee to House the Bay Area, which was put together by the Metropolitan Transportation Commission and allows housing up to eight stories tall along a bus route. Mr.Fialho reported there is a regional policy paper circulating regarding CASA and the SB 50 bill and it will be presented February 27, 2019 at the Tri-Valley City Council meeting. Each City will need to present their own individual preference on each issue and he anticipates having a pre-discussion on housing to bring everyone up to speed and provide ample opportunity to weigh-in on the matter.
