Councilmember Narum thanked Ms. Olson and her staff for obtaining a clean report and noted the <br /> strong position the City is in by having enough liquid funds to pay of its debts. <br /> Councilmember Testa commented on the CAFR and noted that it has valuable information. She <br /> expressed concern regarding the pension liability and noted it has serious implications. <br /> Councilmember Brown also noted that the CAFR includes very valuable information. She also <br /> noted how important the rate of return from CaIPERS is to the City's debt and paying that down is <br /> a priority. <br /> Mayor Thorne congratulated staff on their efforts in obtaining a clean report. <br /> MOTION: It was m/s by Pentin/Narum to accept the Comprehensive Annual Financial Report <br /> (CAFR) and other related audits for the year ending June 30, 2018. Consider adoption of the Human Services Needs Assessment Strategic Plan Update and receive <br /> presentation by Sue Compton, CEO Axis Community Health regarding new dental clinic <br /> Director of Library and Recreation Heidi Murphy provided an update related to the 2014/16 Needs <br /> Assessment Strategic Plan. The original adopted strategic plan helped to provide structure and <br /> direction to respond to human services needs in the community. She reported that five public <br /> workshops were held to obtain community input and ensure the strategic plan meets the <br /> community's needs. <br /> Recreation Manager Jay Ingram presented the plan objectives to City Council. The purpose of the <br /> update was to better understand current human services' needs, to guide the future Human <br /> Services Commission recommendations, and to provide recent information in preparation for a <br /> 2021 Eastern Alameda County Human Services Needs Assessment (EACHSNA). <br /> Mr. Ingram reported that five public workshops were held which included gathering information <br /> related to homelessness in the Tri-Valley, senior citizen services, behavioral health, transportation <br /> services, access, domestic violence and child abuse. Information gathered will be utilized to form <br /> the strategic plan. The update focuses on mission, vision and values, most critical systematic <br /> challenges, most critical human services need, strategic actions, organizational priorities and <br /> organization actions. <br /> In regard to most critical systematic challenges, Mr. Ingram reported that there is a lack of a <br /> centralized database between the service providers. He noted there are citizen transportation and <br /> connectivity service issues due to the organizations being located in other areas. <br /> Regarding the most critical human service needs, Mr. Ingram reported that homelessness in the <br /> Tri-Valley is now on the City Council Work plan and that homeless service providers require <br /> infrastructure assistance related to the provision of shelter services. <br /> In regard to organizational priorities, Mr. Ingram reported the priorities were reduced to three <br /> focus areas: continuing to strengthen working relationships, education of Commissioners, and <br /> evaluating, promoting and documenting Commission successes. <br /> City Council Minutes Page 4 of 7 February 5, 2019 <br />
