THE CITY OF 7
IL= -•• ;__ _.: _ CITY COUNCIL AGENDA REPORT
pLEASANTON.
February 19, 2019
Community Development
Planning Division
TITLE: INTRODUCE A REVIEW AND DISCUSSION OF HOUSING LAWS AND
EMERGING STATE LEGISLATION
SUMMARY
Housing continues to be of significant and growing interest at the State level. In 2017,
Governor Brown signed 15 housing-related bills into law. Additional housing legislation
was passed in 2018, and the trend seems certain to continue, with dozens of pieces of
new legislation introduced in the opening months of the 2019 legislative cycle. This
report provides an update to the presentation on the 2017 "housing package" provided
to City Council in February 2018 to include an overview of legislation passed since then,
and on the horizon. It also provides background on the Regional Housing Needs
Assessment (RHNA) and Housing Element process. The report concludes with
thoughts on next steps regarding housing policy for Pleasanton, in anticipation of a
more in-depth discussion on forthcoming housing legislation that will be scheduled in
March.
RECOMMENDATION
Receive the presentation.
FINANCIAL STATEMENT
No financial changes result from this report.
