PUD Modifications are then <br /> categorized as Minor or Major Modifications depending on the level of complexity of the <br /> request,as well as the level of staff and Hacienda support.The final type of review is for a PUD <br /> plan.A PUD is required for all new development including commercial,office,Housing,TOD <br /> Residential,and Mixed-use development projects and development.It is a plan that is looked <br /> at in context of the city's General Plan and overall goals and policies and establishes the <br /> development standards for the life of the project.In addition to the foregoing,applications for <br /> review are also examined in relation to other applicable documents such as the city's <br /> Pedestrian and Bicycle Master Plan, Complete Streets Policy and City of Pleasanton <br /> Landscape Ordinance. <br /> The city's formal review process can take between 2 weeks to 6 months depending on the <br /> scale of the project. <br /> Review Process Estimated Processing Timelines <br /> Hacienda Owners Association • <br /> 2 weeks <br /> Pleasanton Design Review • <br /> 2-4 weeks <br /> PUD Modification <br /> Minor modification • <br /> 4-6 weeks <br /> • Major modification • 3-6 months <br /> PUD • <br /> 3-6 months <br /> Tentative Map • <br /> 6-8 weeks <br /> • <br /> Requires approval by the Planning Commission <br /> Major PUD Modification and PUD plan applications require application approval by the <br /> Planning Commission, and City Council. Design Review and Minor PUD Modification <br /> applications can be processed administratively or by the Zoning Administrator. All Design <br /> Review approvals are appealable within 15 days of the date of approval, and new PUD <br /> development plans and PUD modifications are appealable within 20 days of approval. Further, <br /> per Pleasanton Municipal Code,the City Council may elect to review any approval within 15 <br /> (Design Review)or 20(PUD modifications)days following the date of approval,or at its next <br /> regular meeting,whichever is later.A timeline planning guide is available from the Hacienda <br /> Owners Association with the Design Review materials. <br /> New Housing, TOD Residential, and Mixed-use development projects, in addition to PUD <br /> approval must also secure Growth Management approval,tentative map approvals and comply <br /> with Core Development Standards, Non-core Development Standards, these Design <br /> Guidelines,and development standards. <br /> The city will conduct environmental analysis of each project in accordance with CEQA and <br /> CEQA Guidelines. The city review process is subject to change. In addition, the degree of <br /> complexity of the application,completeness of submissions,and other factors may cause the <br /> application schedule to be prolonged. <br /> With successful approval of plans by the city, the submitter prepares the final set of <br /> construction documents and specifications. <br /> 26 <br />
