Richard Fox requested the area be improved in the interest of cyclists and children, and that it <br /> represents a key corridor in the City. He feels stressed cycling in the area and requests approval <br /> of the project. <br /> Will Wollesen requested a review of the speed limit in the area and inquired if it can be reduced <br /> from 45 mph, particularly in the area from West Las Positas to Bernal. He expressed support for a <br /> long-term solution, rather than just a temporary band-aid. <br /> Brooke Wollesen is concerned for her family's safety when using this trail for walking and cycling, <br /> noting the uneven pavement and other hazards. <br /> Mayor Thorne closed public comment. <br /> Mayor Thorne inquired whether these improvements can be re-prioritized during the City's two- <br /> year planning process. City Manager Fialho confirmed that they could. He noted that further work <br /> would be done during school breaks. The City will work long-term with the Merritt property owner <br /> regarding the width of the lanes and a buffered solution for pedestrians. <br /> Councilmember Narum inquired as to the benefit of pursuing an easement with the property <br /> owner at this time, prior to their submission of any development plans. Mr. Fialho stated there is a <br /> good relationship with the property owner; however, he is pessimistic regarding the granting of an <br /> easement without the property owner asking for concessions toward to a future development. He <br /> did note that improvements could be conditioned into a project once it comes before the City <br /> Council for formal approval. <br /> Councilmember Pentin requested staff address the 45 mph speed limit mentioned by one of the <br /> public speakers. Mr. Tassano stated the State of California requires non-residential streets be <br /> surveyed by the Traffic Engineer, and the speed limit has to be set at the closest 5 MPH <br /> increment to the speed driven by 85% of the drivers in the study area. The City has very limited <br /> discretion in this regard and must follow State laws. Staff does include special conditions to lower <br /> speed where possible to retain the limit at 45 mph. <br /> Councilmember Narum expressed support for this project, citing the safety of getting children to <br /> school, keeping kids out of cars and encouraging healthy lifestyles. <br /> Councilmember Pentin noted the project is more than just a bike corridor: it provides safe routes <br /> to school, gets kids out of cars and encourages walking and cycling. This project is a step in the <br /> right direction. <br /> Councilmember Brown thanked the individuals who spoke on this item and noted improvements <br /> are part of the General Plan. This is a huge step forward and high on the City Council priority list. <br /> She is in support of the project. <br /> Councilmember Olson confirmed some of the improvements have been completed and funded. <br /> He noted this project is a step in the right direction and has his support. <br /> Mayor Thorne spoke in support of the project and noted his status as a novice bicyclist. <br /> MOTION: It was m/s by Narum/Pentin to adopt the Foothill Road Bicycle Corridor Plan as <br /> proposed by staff.
