MEETING OPEN TO THE PUBLIC <br /> 14. Public Comment <br /> Jeb Bing of Pleasanton Weekly announced the annual holiday fundraising campaign and the <br /> fifteen community organizations who will be beneficiaries of the program; and that Silicon Valley <br /> Community Foundation will handle the accounting. <br /> Philip Ciesielski spoke regarding information he has tried to obtain from the police department. He <br /> requested to meet with the City Council or Mayor separately to discuss this further. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 15. Adopt the 1-580 Overcrossing Bicycle and Pedestrian Improvement Plan <br /> The agenda report and a PowerPoint were resented by City Traffic Engineer Mike Tassano and <br /> Associate Traffic Engineer Matt Nelson, which included background, project overview, 1-580 and <br /> Hopyard Road, and on/off-ramp aerials of Hopyard Road, Hacienda Drive, and Santa Rita Road <br /> crossings. <br /> Mr. Nelson noted that the League of American Bicyclists provided information on how to move up <br /> the City's current Bronze rating to a Silver designation. The overcrossing design striping was <br /> noted as not ideal and this project/plan proposes the appropriate striping. The City worked with <br /> consultants Fehr & Peers and the City's Bicycle, Pedestrian and Trails Committee throughout the <br /> process. <br /> Mr. Nelson noted the three overcrossing locations on 1-580: Hopyard Road, Hacienda Drive and <br /> Santa Rita Road and the proposed upgrades, which include short and long term improvements, <br /> striping, minor concrete work, and converting buffers to physical islands. The goal is to improve <br /> the connections, remove barriers, and develop design plans that will be provided to Caltrans for <br /> review and future use. <br /> Mayor Thorne inquired as to contingency plans in the event Caltrans does not approve the <br /> reduction of lanes. Mr. Nelson said the plan would be keep the two lanes and introduce <br /> hydropeaking as a safe field for riders and pedestrians. Mayor Thorne expressed concern traffic <br /> could be backed up. Mr. Tassano noted there is a balance between safe crossings for bicyclists <br /> and traffic stacking. <br /> Councilmember Narum inquired as to the overcrossing boundaries between the Pleasanton and <br /> Dublin. Mr. Nelson provided a visual of where the boundary exists. He noted the City has worked <br /> in partnership with Dublin in regard to a design plan. Councilmember Narum inquired as to the <br /> yellow-striped line. Mr. Nelson noted it delineates between the two sides of travel. Councilmember <br /> Narum referred to the on-ramps slide and the placement of the crossing. Mr. Nelson responded <br /> that the perpendicular placement is to enhance the bicyclist's line of sight. These are best <br /> practices and the plans have been reviewed by the Bicycle, Pedestrian and Trails Committee. <br /> Councilmember Brown inquired about pedestrians in the crosswalk and noted their vulnerability to <br /> vehicle traffic. Mr. Tassano responded staff would prefer to keep the crossings close together, <br /> which minimizes the angle for the bicyclists and the amount of concrete work that has to be <br /> conducted. Councilmember Brown inquired whether the crossings could be side-by-side and <br /> share buttons. She expressed concern regarding staging of beacons which could distract drivers. <br /> She inquired regarding the cost and whether the crossings for bicyclists and pedestrians could be <br /> integrated. Mr. Tassano stated staff will adjust the plans to place the crossings closer together or <br /> combine them. <br /> City Council Minutes Page 3 of 9 December 4, 2018 <br />
