THE CITY Of 11 CITY COUNCIL AGENDA REPORT pL£ASANTON January 15, 2019 Community Development Planning Division TITLE: CONSIDER APPLICATIONS FOR MAJOR MODIFICATIONS TO THE PLANNED UNIT DEVELOPMENT (PUD) GOVERNING HACIENDA BUSINESS PARK (PUD-81-30 AND PUD-85-08) TO UPDATE THE HACIENDA PUD DEVELOPMENT PLAN AND DESIGN GUIDELINES. SUMMARY The purpose of these modifications is to provide updates to the Hacienda Business Park (Hacienda) PUD development plan and Design Guidelines. The updates to the Hacienda PUD development plan would resolve inconsistencies that have developed over the years, better align the categories of uses allowed under the PUD with those in the City's Zoning Ordinance, and unify the approach by which the overall amount of development in Hacienda is determined. The updates to the Hacienda Design Guidelines would align Hacienda's design standards with current city practice and State law including the State Water Efficient Landscape Ordinance, and would consolidate the several existing design guideline documents for Hacienda into a single document. None of the modifications would result in any increase to allowable development capacity, development intensities, or substantially modify development standards including on- site parking requirements. PLANNING COMMISSION ACTION On December 12, 2018, the Planning Commission unanimously recommended approval of the applications based on the findings included in the Planning Commission Resolution and subject to the conditions included in Attachment 1 (Exhibit A and B) and Attachment 2 (Exhibit A). The Planning Commission did not have substantial comments on the proposed amendment, or propose changes to the project as recommended by staff. The meeting agenda report and draft meeting minutes have been included in Attachments 4 and 5. RECOMMENDATION 1. Find that pursuant to the California Environmental Quality Act Guidelines, Section 15183, Projects Consistent with a Community Plan, General Plan, or Zoning, additional environment review is not required; and 2. Find that the proposed modifications to the PUD's are consistent with the General Plan; and
