THE CITY OF 5 CITY COUNCIL AGENDA REPORT pLEASANTON, January 15, 2019 Human Resources TITLE: ADOPT A RESOLUTION APPROVING THE PROPOSED MEMORANDUM OF UNDERSTANDING BETWEEN THE LIVERMORE- PLEASANTON FIRE DEPARTMENT JOINT POWERS AUTHORITY AND THE INTERNATIONAL ASSOCIATION OF FIREFIGHTERS, LOCAL 1974 WITH TERM ENDING DECEMBER 31, 2021 SUMMARY The Memorandum of Understanding (MOU) between the Livermore-Pleasanton Fire Department Joint Powers Authority (LPFD JPA) and the International Association of Fire Fighters, Local 1974 (IAFF) expired on June 30, 2018. Representatives from IAFF and the cities of Livermore and Pleasanton met and conferred in good faith and have agreed to a successor agreement. The City's practice is to introduce the key elements of the proposed MOU, receive input from the public and allow for open discussion. This public input process was conducted at the December 18, 2018 meeting. The final step is for the City Council to approve the successor agreement that expires December 31, 2021. RECOMMENDATION That the City Council adopt a resolution approving the tentative agreement negotiated between the International Association of Firefighters, Local 1974 and the Livermore- Pleasanton Fire Department Joint Powers Authority. FINANCIAL STATEMENT The financial impact to the LPFD budget as a result of implementing the successor Memorandum of Understanding is approximately $5.5M through December 2021. The cost is shared by Livermore and Pleasanton. Pleasanton's share is approximately $2.8M over the term of the contract. The portion of Pleasanton's obligation for the FY 2018/19 is approximately $411,000. The funding will come from the General Fund Contingency.
