Linda Kelly suggested the City Council and Zone 7 wait a year to review rates, as there is a new General Manager and new Board Members. It takes time for everyone to become educated on the water issues and perform assessments and evaluations. This matter is very complex and the staff only received this information on Thursday. She recommended a delay in any vote to ensure proper time is allowed for review and consideration of all matters related to water rates. Mayor Thorne closed public comment. Councilmember Brown expressed appreciation for the public process and transparency efforts related to this issue. She welcomed the opportunity for more time to receive public input and noted the matter was complex. She would prefer additional time to review all aspects related to a proposed water rate increase before asking residents for an increase in rates. Councilmember Narum requested another one or two months to understand water reliability projects and proposals by Zone 7. She would prefer to have a plan in place prior to advocating for water rate increases. She does not want to defer decision-making for one year, and is in agreement with staff's recommendation as detailed in the proposed agenda resolution. Councilmember Pentin acknowledged the Zone 7 General Manager is new and confirmed anything can happen at the Zone 7 meeting tomorrow night and supports the staff's recommendation. Councilmember Olson confirmed that staff's recommendation includes a delay in approving water rates. Mayor Thorne stated he agrees with staff's recommendation as it is measured and appropriate. Pulled from the agenda — Public Hearing: Consider appeals of Michael and Darlene Miller and Chabad of the Tri-Valley of the Planning Commissions' approval of a conditional use permit and design review for the operation of a religious institution with a childcare facility/preschool and for site modifications including a playground and terrace for outdoor activities for Chabad of the Tri- Valley located at 3370 Hopyard Road 4. Approve restriping Stoneridge Drive at Arroyo Mocho Bridge to facilitate two lanes in both the Eastbound and Westbound directions (removed from the Consent Calendar) Traffic Engineer Mike Tassano referenced the report as approving the restriping to four lanes on the bridge which opened in 2013. The bridge was built to support four lanes of traffic. Currently, there is one lane traveling in each direction and this was in conformance to the agreement which artificially narrowed the lanes for a period of at least two years after opening of the bridge. The goal of the period was to afford the public to view traffic volumes and allow staff to collect data. Volumes are changing and they are currently leveling off from a period of increasing volume.
