BACKGROUND <br /> In 2010 the City Council adopted the Stoneridge Drive Specific Plan Amendment and <br /> the Staples Ranch Policy Statement. <br /> The Specific Plan Amendment and the Policy Statement set forth conditions assuring <br /> the opening of Stoneridge Drive to through traffic in a predictable manner. The opening <br /> of Stoneridge Drive was separated into two phases: opening of Stoneridge Drive with a <br /> short two lane section over the Arroyo Mocho as Phase I. Phase II is the full four lane <br /> roadway design changing the two lane section over the Arroyo Mocho into a four lane <br /> section. <br /> Phase I was constructed and opened on November 1 , 2013. The travel lanes over the <br /> bridge were reduced to one lane in each direction, but the rest of the Stoneridge Drive <br /> extension were opened with its ultimate design of two lanes in each direction. <br /> Phase II provided the City Council discretion to open Stoneridge Drive from two to four <br /> lanes any time after November 1, 2015 and after holding a public meeting to discuss the <br /> implementation of Phase II. The two years with the single lane bridge was intended to <br /> provide an adequate evaluation time for both residents and staff to adjust to the new <br /> traffic circulation and have sufficient opportunity to collect travel pattern data. <br /> DISCUSSION <br /> While the extension of Stoneridge Drive and its eventual connection with Jack London <br /> Boulevard in Livermore was generally seen as regional benefit to the transportation <br /> network, the Stoneridge Drive community expressed concerns about the increase of <br /> traffic to the area. <br /> The 2010 traffic model conservatively estimated the maximum number of vehicles in <br /> any hour of the day to be 1,200 vehicles. The single lane design of the bridge was to <br /> provide a deterrent to vehicles in case the traffic model underestimated the volume on <br /> Stoneridge Drive. <br /> Traffic Volumes <br /> The single lane design limits capacity to 1,600 vehicles per hour. <br /> The traffic volumes presented below were obtained just east of the intersection of <br /> Stoneridge Drive and Trevor Parkway. The volumes indicate through vehicle <br /> movements from the bridge over the Arroyo Mocho. <br /> Page 2 of 4 <br />
