RESOLUTION NO. 18-1049 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON DECLARING A SHELTER CRISIS PURSUANT TO CALIFORNIA GOVERNMENT CODE §8698 ET SEQ., AND AUTHORIZING PARTICIPATION IN THE HOMELESS EMERGENCY AID PROGRAM (HEAP) AND SB 850 WHEREAS, the State of California recognizes the urgent and immediate need for funding at local levels to address homelessness, and therefore is making funding available to local governments under the Homeless Emergency Aid Program (HEAP) as part of SB 850 (2018) and California's 2018-2019 Budget Act; and WHEREAS, pursuant to Government Code §§8698 et seq, a requirement for HEAP funding is the declaration of a shelter crisis - a situation in which a significant number of persons are without the ability to obtain shelter, resulting in a threat to their health and safety; and WHEREAS, while the City of Pleasanton has undertaken efforts to address homelessness and connect vulnerable populations with available services, it still finds that at least eighteen persons within Pleasanton are homeless and living without shelter, which is a significant number of persons within the community, resulting in a threat to their health and safety; and at least 3,863 persons within Alameda County are similarly situated, based on the 2017 Point in Time Count. NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: SECTION 1. Finds that this declaration of a shelter crisis has no possibility of having a significant effect on the environment per Title 14 California Code of Regulations §15061(b)(3). SECTION 2. Declares that a shelter crisis exists in the City of Pleasanton as there are a significant number of persons without the ability to obtain shelter, resulting in a threat to their health and safety, as defined in Government Code §8698.2. This declaration of a shelter crisis shall remain in effect until September 30, 2024, and every two years the City Council shall review this declaration and evaluate progress towards the long-term goal of eliminating homelessness in the community. SECTION 3. Authorizes the City of Pleasanton's participation in the Homeless Emergency Aid Program (HEAP); and further authorizes the City Manager or his designee to execute all applications and agreements related to HEAP and other State and County funding sources for homeless populations.
