Traffic modeling from the 2010 EIR indicated the <br /> future volumes to be 1,200 vehicles in the PM Peak hour, the 2017 traffic count shows <br /> 1,100 PM Peak hour trips. <br /> Vehicle Speeds <br /> An Engineering and Traffic Survey (E&TS) for this section of Stoneridge Drive was <br /> performed in November 2013, after the opening of Stoneridge Drive to El Charro Road. <br /> The E&TS is used to analyze roadway characteristics and is the primary report used by <br /> the State of California to establish the posted speed limit. The posted speed limit for this <br /> section of roadway is 40 miles per hour (MPH) and a critical speed of 43 MPH was <br /> recorded just after the opening of the roadway. A subsequent E&TS was completed in <br /> July 2017 and the speeds have remained constant with a critical speed of 43 mph. <br /> Vehicle Collisions/Safety <br /> One accident has been reported in the five years since the opening of the bridge. The <br /> lone accident was a solo vehicle accident in 2014, which was attributed to a vehicle <br /> speeding (racing another vehicle) and losing control prior to the bridge and eventually <br /> crashing into the median. <br /> Staff receives regular complaints about vehicles failing to merge which causes <br /> confusion and concern for those obeying the lane merge pavement and sign indications. <br /> Public Input <br /> Staff has received several inquiries, primarily from residents of Stoneridge Creek asking <br /> for the bridge to be restriped to two lanes in each direction, citing the safety concerns <br /> with the current configuration described above. <br /> Recommendation <br /> The traffic volume data shows that the volume of traffic remains below the expected <br /> traffic volume identified in 2010. This volume is unaffected by the merge area, as the <br /> merge area would only cause delay when vehicle volumes began to exceed 1,600 <br /> vehicles per hour. <br /> Staff recommends removal of the merge section as it is not deemed necessary and <br /> does create driver confusion and safety concerns for some drivers. <br /> Page 3 of 4 <br />
