County HCD has been designated as the Administrative Entity eligible to apply for <br /> $16,192,049 of HEAP Funds. Since only one application for the Alameda County <br /> Continuum of Care can be submitted during the application submittal period of <br /> September 5 through December 31, 2018, the HEAP funds require all cities that would <br /> like to be included in Alameda County HCD's HEAP application to include confirmation <br /> that an Emergency Shelter Crisis resolution has been adopted by its governing body. <br /> Pleasanton is required to have a shelter crisis declaration in order to be eligible to apply <br /> for HEAP funding. <br /> City staff is engaging with EveryOne Home and Alameda County HCD staff to craft the <br /> program and allocation process for the Alameda County CoC's $16 million HEAP <br /> funding allocation. At this time, Alameda County HCD has not released any specific <br /> information on how cities may access or apply for funding. The priority is to ensure <br /> adoption of the require shelter crisis resolutions as soon as possible so that Alameda <br /> County HCD can submit its HEAP application as soon as possible. <br /> The State is expecting to execute its contract with Alameda County HCD in Spring <br /> 2019. HEAP program regulations require that 50% of the awarded funds must be <br /> contractually obligated by January 1, 2020, and all $16 million HEAP funds must be <br /> expended by June 30, 2021. <br /> If awarded fund from this program, City staff anticipates that these funds would be used <br /> to fund or supplement funding for existing homelessness service programs such as <br /> rapid re-housing and/or eviction prevention assistance and services or be used to fund <br /> new service opportunities as they arise. <br /> Submitt by: Approved by: <br /> Brian Dolan Nelson Fialho <br /> Assistant City Manager City Manager <br /> Attachments: <br /> 1.
