Accepted monthly disbursements and investment report for June 2018 <br /> Library and Recreation <br /> 15. Approved the appointment of Sandra Chen as Teen Poet Laureate for the 2018/2019 school year <br /> Operations Services <br /> 16. Waived full reading and adopted Resolution No. 18-1041 approving an agreement with the <br /> California Department of Transportation to receive $300,000 for the construction of a trash <br /> capture project to treat runoff from a 92-acre area adjacent to Interstate 680 and Bernal Avenue <br /> 17. Approved the purchase of 13 police utility interceptors from Folsom Lake Ford and authorized <br /> funding for the purchase and outfitting in the amount of $678,389.99 <br /> Mayor Thorne opened the public hearing. With no-one wishing to speak he closed the public hearing. <br /> Councilmember Brown announced her recusal on Item No. 3. <br /> MOTION: It was m/s by Narum/Olson to approve the consent calendar as submitted and as noted. <br /> Motion passed by the following vote: <br /> Ayes: Councilmembers Brown (recused Item No. 3), Narum, Olson, Mayor Thorne <br /> Noes: None <br /> Absent: Councilmember Pentin <br /> MEETING OPEN TO THE PUBLIC <br /> 18. Reading by Teen Poet Laureate Sandra Chen <br /> Julie Finegan, Seasonal Senior Recreation Leader, commented on the Teen Poet Laureate <br /> program and introduced Sandra Chen, Teen Poet Laureate, a Senior at Amador Valley High <br /> School, who addressed her interest and experience in creative writing. Public Hearing: Consider appeals of Michael and Darlene Miller and Chabad of the Tri-Valley of <br /> the Planning Commission's approval of a conditional use permit and design review for the <br /> operation of a religious institution with a childcare facility/preschool and for site modifications <br /> including a playground and terrace for outdoor activities for Chabad of the Tri-Valley located at <br /> 3370 Hopyard Road <br /> Planning Manager Ellen Clark presented details of the report and displayed a PowerPoint <br /> presentation addressing a summary of the items, site description and aerial photo, site and <br /> City Council Minutes Page 3 of 10 August 21. 2018 <br />
